I must say I was surprised when I heard this 'penalty-kick rule', but when I tried to replay the many penalties in my mind, I must come to the conclusion that you NEVER see any 'rollers' in a penalty shoot out...
So again, if I have understood correctly what the referee said: if the ball bounces on the field before crossing the goal-line, it's a no-score.
(I must add that this is only valid in penalty shoot-outs, as in a penalty in regular time is just followed by the match itself immediately (presumably the regular field game resumes there as soon as the ball hits the field as well))

i.
Wanneer een wedstrijd wordt verlengd voor het nemen van een strafschop, eindigt de wedstrijd zodra de strafschop reglementair is uitgespeeld, d.w.z.:
I.
de bal gaat rechtstreeks in het doel; een doelpunt is dan behaald en de wedstrijd is afgelopen zodra de bal het doelvlak geheel en al is gepasseerd;
II.
de bal stuit via de doelpaal of de doellat in het doel; een doelpunt is dan gemaakt en de wedstrijd is afgelopen zodra de bal het doelvlak geheel en al is gepasseerd;
III.
de bal komt in het doel, nadat de doelverdediger hem heeft aangeraakt; er is dan een doelpunt gemaakt en de wedstrijd eindigt zodra de bal het doelvlak geheel en al is gepasseerd;
IV.
de bal gaat over de lijn buiten de doelpalen of over de doellat; de wedstrijd eindigt op het ogenblik dat de bal buiten het speelveld is gekomen;
V.
de bal raakt een doelpaal of doellat en stuit terug in het speelveld; de wedstrijd eindigt op het moment dat de bal in het veld terugstuit.
VI.
de bal wordt duidelijk tegengehouden door de doelverdediger; de scheidsrechter moet dan onmiddellijk de wedstrijd affluiten.

It doesn't crearly states what happens if a 'Panenka'-shot hits the field first, but it does stipulate a 'direct'-shot to be taken.
