We could put a limit on the number of shields you can stockpile at a time... say, 2 or 3. Or we could put a BP cost on shields stockpiled after the first, and maybe the same for spies.
Apart from that, though, I'd be interested to see how a combat system which adjusted fleets at the end of every round would work. It would certainly make the opening shots much more important; at present, it's only worth taking major risks with the first round or two if you can totally destroy the enemy fleet. So long as it has a single hit point left, it can answer with all it's firepower.
Of course, such a system might put a bit too much emphasis on the first few rounds, but I think it's worth a try... and we could always just put an adjustment at the end of the third combat round, if this proved a bit unbalanced.
