Trip, he does not need to know our motivations or even GWT's notions. The only thing he needs to find out is if it was possible any cheating happened or not.
I can only think of one reason he woulod want to know the motives behind the different teams moves. Let me explain it. Let's say a team member that was responsible for planning moves for military units played ahead or just plian loaded the game in SP mode in order to spy out the other teams positions. If that person was with GWT then they would have seen our fleet on the way and thus would have purposely set up a 'picket' in order to give his team the earliest possible warning without tipping his team off that he actually cheated. If the admin finds that GWT 'suddenly' moved units inot a certain position, and finds that it was ONLY that position in which they could have spotted oour fleet, then it would indeed look fishy. Especially if GWT could not rationally explain why they made such a move. I mean how do you explain that you were watching cetina tiles for a certain period of time thn all of a sudden, you switch your tactics to make sure a certain tile is covered and also that a certain area of their land does not contain a LZ for another team.
Now, maybe the admins have found something that indicates some sort of foreknowledge on GWT's part that goes beyond reaonable doubt in their minds. The only way to determine this is to question GWT's motives for their moves; but, in keeping it 'fair' they have to question our moves as well. Think about it for a second. If GWT had a few Galley's in the area a few turn before we arrived but that the position of those Galley's were such that our approach would not be seen, then the Admins might wonder how we'd get lucky (no pun intended) enough to make our plans for a LZ there.
As much as we would consider it lucky for GWt to have a Galley stationed exactly in the only spot where they could have seen us; were we just as lucky in 'almost' comming in undetected, in between their picket?
If the admins see no 'illegal' moves, then this line of questioning for possible "questionable" moves by either team is jusified. It seems to me that the admins are checking for intent now since they may not have found any other irregularities. Or maybe they did find one, but want to dig deeper. We will have to wait and see.
