Put an end to popups!

The Spartans were, for the most part, a no-show today at 2100. Kassiopeia showed up for a few minutes around 2020, and pinged out. He showed up again around 0000, saying he had ISP problems. Hopefully this is nothing he would be deceitful about. He also said Googlie didn't want to deal with Illuminatus. In any case, I will be in the same place at 2100 today (Sunday) and I expect Spartans. If they don't show again, our diplomatic relations with them are pretty much finished.

Googlie didn't know you'd be there and Kassiopeia was only there briefly. I don't believe the reason given for Googlie not appearing. At best, he simply assumed you'd be there.

Well, what did happen with planned Non-Aggression Pact with Spartans?

It would be very helpful for our relations!

No one suggested it to Spartans I mean. And I believe that we should not directly do it. Perhaps in another summit or chat offer the possibility?

Full PM-box? Change here!

Spartans invented that thought - didn't you read?
They said they're disappointed with bad relations and feeling like we want war with them, or simply do not want to be friends and said they're ready for some kind of two-sided agreement to give both our factions feeling of security from each other's hostility - read the chat!

I just reread it. Do I have to post in each thread? There is no direct mention of nonagression pact, but there is their concern if we are going to attack them.

Lord Chaos Theory,

I have something to discuss with you.

The passing turn has been stormy as far as our relationship with Morgan Industries is concerned. However, even though they did engage in an act of aggression against us, we are currently negotiating a peace treaty with them. This is taking place in the belief that the Morganite vendetta against us does not escalate any further; therefore the Federation wishes to assure you that it expects no military aid whatsoever from the Gaians.

In a similar vein, the Junta hopes that you will uphold our beneficial and lucrative trade relations by staying out of this conflict altogether. It is, thankfully, none of your concern. One foil can be easily paid back with the energy hoard the Morganites are sitting on.

Due to sunspots we are also hoping that you will quickly consider what you would be willing to pay us for Ecological Engineering. We are also considering a following leapfrog scheme that would benefit us both and the Angels. This is assuming you, the Gaians, are researching EcolEng.

1. Sparta gives Gaians EcolEng.
2. Gaia switches research to IntInt, provided they could get IntInt several years earlier than the Angels.
3. Gaia gives us - and the Angels - IntInt when it's researched. What Gaia gets in return from the Angels, is up to them.
4. The Angels switch research to Cyberethics (should that be possible), and give it to us when researched.

Yours sincerely,

Lt. Colonel Kassiopeia

Hmm, not so bad actually..

Cybereth is somewhat good for Sparta..so if we do IntInt they will get Cyber for the same price as IntInt..

Also if we don't have the option of IntInt we should really try to add a point to negotiations which states that if the tech we research is better that EcolEng, like Environmental Economics, they should add some ECs to their part of deal..

But in general I think such trades are ALWAYS profitable, as we actually gain 2 techs (IntInt and Ecol Eng), but they gain only one (though a good one) IntInt

IntInt would be very good for us and I recently thought why didn't we research it in first place - it would eliminate the need for Rec Comms for us (police ability)..

If the Spartan plan works 100% they gain Cyber and IntInt which give them CDF + Knowledge

We have police units and boreholes..

We could probably also get Cyber from Angels as part of our deal, but I think that we don't need Cyber-if Angels have something better to offer, we should go for it..

This deal offers nothing concretel since it is just a bunch of speculation on the Spartan side. It gives us the task to negotiate what to get from Angels. It also shows Spartans are still on beeline to CDF. It also shows that Angels are leaking information about our research, while they are not updating us with information (it is several days, and they still haven't posted anything yet).
owever, we would gain both IntInt and probably something else from Angels, which is certainly a good prospect. We should also ask for TPD - if we assume Sparta and Angels trade technologies with each other in future, we need only Morgan or Lal's frequency to get this technologies. We should make a condition that all technologies in this leapfrog are given to every faction so that we gain Cyber as well.

We can add the Angel ignorance as a cause for higher price and ask for some commlinks as a bonus in this trade..

I am sorry to inform you that Gaian Union has refused exchange of tactical information.

The feeling is mutual.

quote:
Although it is a logical step to pool resources against a common enemy, Gaian Union declines because of actions of Spartan Federation.

For years and years, Spartan Federation is deliberately violating our teritory rights, mapping Gaian coast with their foil. Spartan Federation has clearly and intentionally violated our teritorial sea hoping to obtain tactical data without being noticed.
This act has been identified as hostile and as such, Gaian Union will not share any tactical data with you. Additionally, Gaian Union requests navigation logs from the foil as a possible compensation for your transgression. They must not be attempted to be falsificated.

The Federation staunchly refuses to acknowledge any retroactive claims to sea territory. By default factional sea borders are limited to the coastline unless a coastal or sea base is in question. The green little lines on everyone's maps are considered to be this borderline.

Therefore any sea territory outside your coast has been considered, most likely by all factions so far, to be neutral territory. The Federation refuses to acknowledge transport through neutral waters as a hostile violation of territory.

We are happy to considering the acknowledgement of a territorial claim you are willing to make, the same way we have claimed sovereignity over our coastal waters (the Modo Doctrine) - however these claims can not, by common sense and logic, be in power retroactively.

quote:
Our investigation has shown that so called Morgan had nothing to do with assasination, in fact, Morgan never commited a hostile act against us, unlike Sparta.

As I stated, we have made no hostile act against you and will do our best to avoid doing so in the future, as well, since we harbour no hostile intent against you. Again, we'll be happy to oblige to reasonable sea territory claims you are willing to make.

quote:
Current suspects are Human Hive and Spartan Federation,

By the power of deduction, then, our mutual enemy, the Hiverian horde, is the culprit.

quote:
and since Human Hive foils do not cruise our coast, prime suspicion for the murder is Sparta.

Spartan exploratory vessels haven't had, haven't, nor will they ever have intelligence operatives onboard. The only possibility would be a shot shell going astray and hitting your venerable Lady, but our exploratory vessels have yet to fire a shot to this date (which may change with the Morganites commandeering one of them, though).

Please, do not make the Junta suspect the possibility that this is a trumped-up charge spinned out of nowhere to facilitate a souring of relations that is a part of some greater scheme against us.

Now, unless this new turn in attitudes in the Gaian Union has affected our earlier tech agreement, I would like to relay to you a few questions and statements from our experts wrt. the tech arrangement agreed upon earlier.

First off, since we are at war with the Hiverian horde, we desire IntInt ASAP because we need it to establish a safe defensive perimeter. This perimeter is required because we see our position as that of a 'lightning rod', which is attracting the wrath of the tempest that is engulfing Chiron this present moment.

When, then, will you have Intellectual Integrity at the current rate of research you are using? When are you going to research EcolEng yourselves (we need this information for our own logistical setup of the deal).

Also, can we agree to a clause that allows a party to use a friendly probe action to extract an agreed-upon tech in case sun spots obstruct normal diplomatic channels? Which brings in mind my final question - would you like to re-establish more formal diplomatic communications in the form of an embassy, or do you wish to stick to our current system?

Could you give some opinion Illu.

I generally think that we're not going to disclose any data about how long it will take for Ecol Eng or IntInt, just say that "a few years", or something equally neutral..

It's cute that the Spartans claim to be a lightning rod. We know very well that we hold that spot (at least as of a couple of years ago), with regards to the Hive.

What Spartans have failed to notice for past 20 years is that Gaian Union is not AI faction, and as such you can't hope to easily sweettalk Gaians. Use deeds and not words if you hope to successfuly negotiate.
Teritorial claims have nothing to do with this and please do not try to play that card again - mapping another faction's coastline in secret is a hostile act - it is common sense, permanent. Fact is that your foil mapped Gaian coast attempting to do it in secret (as you planned your route to avoid spotting and not informed us). This act can and is considered as a prelude to a future invasion. Gaians observed your actions and took great offense at it and waited until this moment to inform you of this, shocked by your level of arrogance to ask for tactical pact with us while secretly mapping Gaian coast.

Mapping Gaian coast in secret is a hostile act. High Council have requested unfalsified navigational logs from your navy regarding our coast. Does avoiding to answer it mean refusal?

The only faction that had resources and oppurtunity is Sparta. However this does not prove your guilt, so you have nothing to be worried about. Be warned that you are prime suspect.
quote:

Souring relations? Relations are not soured by words but by actions. There is no greater scheme against Sparta, but evidence for Junta scheme against Gaia are piling up. Luckly Gaians assume Junta knows that attacking Gaians instead of working with Gaian Union against Hive-Morgan is sheer madness.

quote:

Now, unless this new turn in attitudes in the Gaian Union has affected our earlier tech agreement, I would like to relay to you a few questions and statements from our experts wrt. the tech arrangement agreed upon earlier.

What new turn in attutudes do you speak of? Gaian attitude towards Sparta has not changed a single bit for past 15 years. Does Junta really believe that by remaining silent for years and then offering a deal will improve relations? Sparta has proven not to be considered friends of Gaian Union. However, Gaian Union does operate with profit in mind. Gaians will always accept a deal if it is good for them, regardless of relations with target faction. Gaian Union does not break agreed deals and you have nothing to worry about.

Your comment about Sparta being lightning rod for Hive laughed most of Gaians. Gaia is lightning rod, and sadly we would be happy to change that position.
Lab/energy output is changing every turn (each turn makes either emphasis on credits or labs), however it will be within 1-4 years. On the other hand, Gaian Union needs EE next turn, for the possibility that breakthough occurs next turn. You will receive II preaccepted as soon as research is finished.
quote:
Also, can we agree to a clause that allows a party to use a friendly probe action to extract an agreed-upon tech in case sun spots obstruct normal diplomatic channels?

Sadly, I need to inform you that no faction is allowed to probe Gaian Union in any case in any circumstances. Additionaly, do not move probe foils/cruisers near our coast as High Council is discussing law that would give a directive to destroy any trespassing probe team, regardless of its motives and origins.

Seems Junta has a short memory. There already was an embassy and Junta destroyed it.

Lab/energy output is changing every turn (each turn makes either emphasis on credits or labs), however it will be within 1-4 years. On the other hand, Gaian Union needs EE next turn, for the possibility that breakthough occurs next turn. Replacement version: Since hostile acts commited by Sparta continue to amass, it is now forbidden to divulge any information to Sparta until Sparta shows it is ready to compensate for its previous acts. This is why GU requests EE the following turn from Sparta. To avoid divulging any data about tech rate to Sparta, Sparta will receieve II in five years, regardless of the time of completion.

Also, can we agree to a clause that allows a party to use a friendly probe action to extract an agreed-upon tech in case sun spots obstruct normal diplomatic channels?

Sadly, I need to inform you that no faction is allowed to probe Gaian Union in any case under any circumstances. This includes Spartan Federation. Additionaly, do not move probe foils/cruisers near our coast as High Council has passed a law that would give a directive to destroy any trespassing probe team, regardless of its motives and faction of origin. It is shoot first, ask questions later policy when it comes to probe teams and security.

Which brings in mind my final question - would you like to re-establish more formal diplomatic communications in the form of an embassy, or do you wish to stick to our current system?

Seems you have a short memory or you have forgotten something. There already was an embassy and Junta destroyed it.

This one is too hostile I think, It can start a ton of useless debate and interfactional accuses/insinuations..

Fast BT ! I reworked a bit, adding few lines in italic. I really believe that if it wasn't for Morgans, Sparta would steamroll us in 15 years. If they refuse to give nav logs of their foil, I would be happy to see denying their deal retroactively, just so they don't get II yet and lose CDF which is in this DG setting very powerful project. If they get it, they will be impossible to defeat since they would just need to drop a garisson (which would have high moral) in a conquered base. Without army of needles, the base could not be retaken.
However, since they are likely to get it anyway (since Morgan is probably the only faction that can snatch it and we know nothing of Morgan plans) my observation is pointless anyway, as this way we at least have opportunity to get something. As I'll abandon decision making completely I would just remark that I would prefer seeing Morgan win than Sparta, due to their way of dealing with us.
