So far there's only one actor, where I've yet to see a boring movie, and that is Christopher Lloyd (Doc from Back to the Future)... too bad they seldom pick him for new movies 
Leslie Nielsen has a high chance of making a good movie too, but he has also made some very boring movies (like that Mr. Magoo movie, and the one in outer space... what was that one called?)
Oh yeah, I almost forgot Jackie Chan, who's been in a high number of good movies... though in the recent years he has failed (The Medallion to mention the worst of his recent movies)
But other than those, there's not many movie stars I trust that much...
Van Damme used to make good movies, but lately they've just been some average movies, which are ok, but he could do better...

While there's a number of actors I generally like, only Ed Norton and Matt Damon seem to constantly make movies I like.
