The Schlieffen plan was based on the idea that Russia required a long time to mobilise. Perhaps you could start with Russian units a long way away - how big a map are you planning to use? Perhaps you could use the events file to add new Russian units or perhaps Russian units are part built at the start of the scenario and it takes x moves to complete them.

The map would be a map of the world but europe would need to be enlarged so that there is more room for things in europe, i need to do a lot of research into what each side would be doing.
The civs would probably be
-Great britain and the commonwealth,
-The Russian Empire
-Germany, Austria, Turkey
-France
-Italy
-Japan
-The US
-Neutral Nations
a european version's civs
Britain
France
Russia
Germany
Austria
Turkey
Italy
Neutrals

Will your tech tree include poison gas? flame thrower? tanks? creeping barrage?
Presumably the first three could be available to all industrial nations, just a matter of deciding which to go for first.
Perhaps the creeping barrage could be preceeded by something - artillery bombardment?
Do you have any thoughts on including (or not) Gallipolli?

I think the tanks will be set up like this
British MKIV, Move-1, attack12, defence-5, hp-3 cost-12
French Schneider, move-1, attack10,defence3,hp3,cost12
German A7V, move-1, attack-14, defence6,hp-3, cost15
edit: come to think of it, i will make the german tank more expencive,

When are you planning to start - I mean at what date will the scenario begin? You mentioned that a German attack on Belgium will bring Britain into the war, so I assume you're starting around July 1914. I presume a German attack on Russia will bring France into the war and vice versa - otherwise Germany doesn't need to face a war on 2 fronts. Similarly, any attack on Austria-Hungary brings Germany into the war - or are you planning to have Germany and Austria-Hungary as a single country? If you set up alliances at the begining, can you do anything to prevent separate peace treaties between the beligerants - tricky this one, since actually, Russia did sign a separate peace treaty in the end.
Once the war starts, how do you ensure that it bogs down into trench warfare?
It should be an interesting scenario - it will be interesting to see how closely the human player follows the actual course of events and what alternatives you allow them.
