I can't speak for any given game, as i've only played 3, but FFXI compared to Everquest, I had a much easier time making parties very late in the night than in EQ. (Ryzom beta was my third, and that was too small to compare.)
In EQ, you could find some parties, but I often found that they were made up of poor skill combinations and/or poor ... skill. And even once you made one, at 3am, half the party was about to go to bed anyway; in FF, you could find lots of parties of people just getting started, at any time.

this was a roleplay server so maybe it's different.
I get the message that my town is under attack. I actually did attack the gnome first, and then realized I couldn't do anything to him. He then killed me as I was running away.
But even after I retrieved my body he killed me. and I was running away again. We weren't dueling.
It's not a big deal. He's the first aliance character I have seen on our side of the world. You'd have to be a pretty high level to brave that trip I guess.
As you can see, I'm not real big on pvp. I talked about killing greifers earilier, but usually I'm not tough enough to do so. Most of those guys have awesome builds and I can't touch them.

The way I understand it is, that there is only PvP if you allow it. You "enabled" PvP by attacking him, but he hadn't allowed your attack, so for him it was still PvE. However, by attacking him, you were now in PvP mode, so he could afterwards attack you.
I'm not sure, though. Maybe somebody who has the game can correct me.
