Yes, but the consequences will be caused by a decision the players, the voters, may not have any influence over. The GM isn't supposed to be an arbitrator, his role is/should be more like that of an, ehm, executioner. Someone who carries out whatever the rules say and the voters have determined, not what one person has themselves decided or what the GM thinks is best. This, of course, doesn't apply on time limits, but then, time limits aren't set in the rules AFAIK. Flipping the coin in the event of a tie is, though.
Again, the easiest, simplest, and clearest rules-wise way to solve this is to flip the coin. That will allow us to continue the game, and it will minimise the whining. We can discuss this when we plan out the next Mafia - people do not take lightly changing the rules.
