Neither am I - you can certainly vote for yourself.

Flip the coin. We have a tie, flip the coin. Alva may want out himself, but what if Lord Nuclear is the Mafia? You can't dismiss that either. That'd mean that LN will get to make another kill, despite the fact that we have a shot at him now. Therefore Alva's voluntary retiring may have game-determining consequences.

Yes, but the consequences will be caused by a decision the players, the voters, may not have any influence over. The GM isn't supposed to be an arbitrator, his role is/should be more like that of an, ehm, executioner. Someone who carries out whatever the rules say and the voters have determined, not what one person has themselves decided or what the GM thinks is best. This, of course, doesn't apply on time limits, but then, time limits aren't set in the rules AFAIK. Flipping the coin in the event of a tie is, though.

Again, the easiest, simplest, and clearest rules-wise way to solve this is to flip the coin. That will allow us to continue the game, and it will minimise the whining. We can discuss this when we plan out the next Mafia - people do not take lightly changing the rules.

I am not trying to add a rule in the middle of the game, I am trying to find out what the rule is regarding this situation.

I haven't been in a mafia where this has occurred, and so I am uncertain of how to proceed according to the rules that have been set. This is why I have asked, what should I do, rather than making one decision or the other, because I see both sides as having valid arguments.

The rule is quite simple , if two people are tied, and everyone has voted, it's time to flip the coin. That is how I, if GMing, would do it. The fact that alva has voted for himself or wants to end the game voluntarily has no bearing on the situation. In Mafia history, I do not recall a single instance when a self-vote would have been thrown out.

Why not the traditional coinflipping? It's less of a hassle and leaves less room for "interpretation" (i.e. accusations of cheating, not that I'd ever think someone'd go that far).

Okay, we have waited for reismark and Adrian Hon to vote , and after their votes and with a tie being the result we have debated the rule on ties , then having decided on a coin toss Ben did the random number generator to determine who dies and apparently determined it (though I am not sure I can tell by the display who it is ).

How is at that after all this we still don't have a kill? Are we waiting on the mafia (or surviving mafia perhaps) to send in kill orders?
