GM's discretion if the players have not done as they were meant to and sent sharing orders along with the OoB.

No, not really... well I could, maybe, next round. 1024 is a rather low res these days though.

In the last game when I was not given specific instructions on this, whoever had fewer bases got the extra base from conquests.

1024 is still standard, and Poly is still set for that default resolution (note the max image size of 800 wide, which fits the table perfectly at 1024). Perhaps many gamers now use larger resolution, but I guarantee you that a survey of all users finds most at 1024.

And I think the rule of who gets the extra base needs to be explictly defined and written in. Several games in the past - notably the NO game on eventis - have been adversely effected by the lack of clarity. This is something that can change the game significantly, and should be clarified and known to all at the beginning... It's something that players rarely send in their orders, and are not required to.

The tables are HTML directly into the post. They use 'poly bandwidth. Means I can edit and copy them easily. The tiny weapons images are hosted offsite, and are 1k each, so I'm not having a mad panic about bandwidth there

Jamski, I just realized something ... your "no modifying your orders" rule is going to slow the game down a bit, because as we get further in, people will be unwilling to send orders until they're sure they know all that will happen

Are you sure you won't accept modified orders, as long as they're clear and "REPLACEMENT" orders and not just confusing partial modifications?

A rules clarification

If you attack with your whole fleet you may think you don't need to submit a defensive OoB. What if someone spys you and then attacks you?

I could be strict and say "You have no OoB, you lose by default", but I shall instead use the attacking OoB as if it was a defending OoB. I don't think this situation has come up yet, but just in case, I'm clarifying it now.
