I think if I move the cemetary and reconnect the highway it'll work.
Redrew the highway and it works! Now have the connection.

Saving it. I didn't even begin to lower my taxes until 2011 or somewhere abouts then; I cut them a lot more in 2014.
(Oh, and BTW, I was legitimately offered the Casino with no U-Drive-By or anything, so therefore I figured it was just like any other business deal one might be given...)

Also remember to import all cities, not to just replace the file, or at least thats fixed my connection problems a couple of times.

Thanks to the road connections between me and EPW and Ludd, I had massive budget surpluses due to tolls on commuters, with this income, I was able to almost completely convert my dirty industry over to manufacturing, start zoning a new industrial district for high tech (anything else that tries to build there gets nuked), expanding my education system to include a new highschool, and starting in on the commercial district.
The only downisde of all this is that I have about half as many industrial jobs as I used to have.

This is the freeway connecting my city and Y city. As you can see dispite the 1000s of commuters coming from Y city, none of them make it to my city. Is this normal?

That was a whirlwind 5 years for Y City, though our population 'only' doubled, the last 5 years saw the first high-rises grow in a new development, and the commercial district continued to expand slowly. The most exciting development was the establishment of a new industrial sector on the hill to the north of the river exclusively for hi-tech industries.
A well established series of toll booths ensure a steady stream of income from commuters to and from other regions.

Sorry I played up to February. Just didn't notice the time (mainly because pretty much nothing happened)
Well, a lot did happen. Had plenty of high rise development; zoned up most of the residential density, added a little industry.
Rezoned over a lot of residential at the intersection of Cliffside Avenue and the new Epwood Highway to make commercial, it's now a kind of downtown.
This week's file is a RAR instead of a ZIP.
Another welcome half-point tax cut was enacted in the latter half of the five years. Demand is booming but I don't want to fill in right up to the militaryindustrial complex with residential because it will undoubtedly become a slum. I zoned a little low-density on the other side of Fort Mrmitchell but more will need to be done. Housing prices in El Dorado are ridiculous, no doubt thanks to our four elementaries, state of the art facilites at Patton High, and our city library and museum, and our world class hospital, high paying manufacturing, high tech, and defense jobs, etc...

Osweld: I think I'm just barely under the threshold for being able to offer electricity sales...I'm looking to move on up from coal anyways; if I do so by 2025 I'll be sure to build enough capacity to share.
Oh, and I built a recycling plant for your garbage too.

Slowly move militaryindustrial complex further to the border
Add to the new low density zone on the other side of the militaryindustrial complex
Zone more landfill / build waste to energy?
