Then, here's the transport network. I mostly reused existing connections, but I did make new boulevard and rail connections to Lemmy, looking to extend his existing networks. The rail is not getting used at all, though the road is getting a nice workout.

Yes (well, at least I did) and yes. It looks like he's built a true slum, with virtually 0 services, allowing for a huge cash flow...

As for Blountberg...
The city has undergone a residential boom while the commercial boom continues. Developers went on a hi-rise binge in downtown, an event believe to have been caused by the improved subway structure and the mysterious appearance of another city to our west. Whatever the cause, Blountberg's population has increased by nearly 30,000 people.
Connections made: Rail, subway, and additional road connection made to Fairfield. Hooked into the last 2 of Smiley's road connections to me, and hooked into Smiley's subway connection.

Yep, popped it into my region now too.
Just waiting on Atragon for Y City. Will we get a Mergdale save anymore?

Maquiladora, sure it's possible. I've made more before in large regions. Basically, I could just zone up everything and not worry about demand ever dropping off for anything but the most wealthy residents, which I didn't care for any way. Check out my income/expense and funds graphs - no unnatural jumps. 
Jonny, . I figured the region could use a poor 'hood, because you guys have waaay too many rich folks. With the poor folks from Fairview providing vital services that educated people would rather not do, you can fit more of them in. 
Lemmy, . Sorry... I had hoped I wouldn't mess up the edges for anyone. 
Ludd, . I'm evil, yes, though I can't claim full credit for this, as I wasn't aware elevation had any effect on the spread of pollution. Now all this dirt in the air suddenly makes sense.

Blountberg Year 35:
The subway infrastructure in downtown, River South, and the Blount Works was greatly improved, allowing for hi-density development in the River South area without much improvements needed to surface transport networks (although 1 road was widened to an avenue). Population again increased by almost 30,000 people, just as in the 5 years before these.
Many of the new residents commute to Bubble Junction to work via railroad (more than 7,000 daily commuters).
