Is it a racial thing or a class thing? There may be a majority of blacks in N.O., but I'd bet there are lots of poor whites in the areas outside N.O. that aren't getting help. I like that Kayne kicked W in the nuts, but I don't like turning this thing into a racial issue. I just thought the look on Meyers' face wass priceless.

Sprayber, it is incorrect to say that the Feds have never acted quickly in a crisis. It is also incorrect to say that locals have always handled these problems. The Federal response to the mulitple hurricanes in Florida last year was nothing less than amazing. Even before the storms hit, the Feds were ready to come in and help, and within hours of the storm's passing, they were there.
As to the second, the Feds have authority once the locals invite them in. If New Orleans and Lousiana didn't ask for help, the Feds could not intervene. The mayor of New Orleans, however, has been begging for help. Once that call is made, the Fed's should have been all over this like ants on a picnic.
Now, I'm not laying 100% of the blame on the Feds. I'm not even sure a majority of the blame goes to the Feds. But certainly, a very great deal of blame does go to them. Before the storm hit, the Louisiana National Guard should have been mobilized and in place. They should have had equipment on hand to start repaing the levies should they break or be topped. I-10 should have been made a one way highway in order to get as many people out as possible. Busses, trucks, trains, and planes should have been commandeered to get the poor and sick and prisoners out of the city. There's a lot they could have done to minimize the disaster.
None of that takes away from the President's failure to lead.

Most of the police is white, most of the people left in NO are black, and the poorest of them. They have never trusted the police and don't now either, which just adds to the tensions. Add to that drug users going without their fix for a few days, the availability of firearms to be looted and you're looking at a recipe for trouble.

che was correct on the basic point, though. The AP guy saw his subject loot a store. The AFP guy saw his subjects pick up floating debris.

It doesn't matter what the photog says now. I'm frankly sceptical. This has been a major flap, to the extent that the agency has asked that it's photo and caption be removed by Yahoo and others.
The point is that the majority of "looting" is simply hungry people, abandoned by their government, trying to find food - black or white. But mostly black.
