(Official Communique from Athens)
The world has descended into some sort of hellish maelstrom during the mere 2 weeks of my absence. The delicate peace maintained through the balance of Mutually Assured Destruction between the mature nuclear powers has been shattered by the nation of France, whose primitive people have only recently acquired the technology to build crude but unfortunately workable devices. The nightmare too terrible to contemplate has been unleashed by their Communist leadership in what is now only too clearly only the first step of a Communist plot hatched with Inca to overrun Spain and then the rest of the civilized world.
In times like this, nations must choose to either allow evil to triumph, or take action. General Hexagonian took such action as was necessary against Inca, and I stand firmly behind his decision.
Even as the transfer of power from General Hexagonian to myself was underway, and before I could respond to his public requests for peace,"Comrade" Thor again attacked Greece. 
But Inca forces were defeated, and in response, Greece has taken Royal Park and Coolangatta today. In addition, the nearby city of Supe1 has "decided" to secede from the Inca Communists, and has formed their own government. Greece looks forward to working with this new nation.
General Bird, in spite of the acts of St Jon, we hope for better from you, and the eventual moral redemption of France. Make peace with Spain, and reduce French pollution that is now by far the worst in the world, and France might yet rejoin the civilized nations of this world.
The next global disaster is but two turns away! Greece beseeches you to accept your responsibility to help stop it!
Oddly enough, in spite of all these horrors, the citizens of Greece are enjoying record levels of happiness. Although some have suggested that the completion of the Sensorium is responsible, I would prefer to believe that they are instead overjoyed at my return.

Geiger counters in Lima are still showing dangerous levels of radiation after a nuclear device was detonated by one of your covert agents, General Glorita. This is the kind of "olive branch" you offer?
Still, against my better judgement, I am willing to make peace with the new government of Inca.
However, there are conditions that must be met by Inca before we can have peace:
1) Pull back all military units from Greek cities. I will not list them here, as we both know where they are.
2) Disband the city of Arequipa1 and Ancon1. They are too small to be of value to you, but are encroaching on Greek territory. I am offering you the chance to disband them, and thus keep the settlers, as a gesture of friendship.
3) Cease all use of nuclear weapons. They are creating a blight on this planet. Do you think that Greece does not have nuclear capabilities, too? But we have refrained from using these weapons in the interest of the environment.
4) Honor your offer regarding cities taken from Australia by Inca during the last war.
If these conditions are met, Greece will sign a peace treaty with Inca.
One more thing:
The city of Pachacamac1 has been taken in return for the attack on Lima. It was, by the way, built on land that was given in friendship to Inca many years ago. But Greece can no longer have an Inca city that close to Greek cities after all that has transpired.
I think you will agree that Greece is being quite generous with Inca...particularly after your unwise nuclear attack upon Lima.
And speaking of the environment, Greece calls upon the two greatest polluters in the world to immediately take steps to clean up your nations. France has the means to reduce their emissions after the gift of recycling by Spain. And the fact that Spain has not made greater use of their own recycling technology is a sad thing, and we urge you in the strongest possible words to embark on a crash course to curb these emissions. If Greece can maintain our production output with so much less pollution, surely other nations can, too.
