Let me very clear, so that there can be no mistaking my words:
General Glorita, There was NO PREVIOUS DEAL with Inca. At the request of Thor, I had agreed to hold back Greek armies for ONE TURN, pending further negotiation.
That turn has now passed.
But Thor left Inca before negotiations could commence.
The negotiations with you were undertaken in the same good faith that they would have been undertaken with the departed Thor. And an agreement with you was then publicly reached.
Now, after unwelcome meddling by the Welsh government (both public and private), history has apparently been muddied for Inca leaders. We are surprised at the machinations by General Keygen , but understand how they could have created a false impression of the facts for the new leader of Inca.
And we are hopeful in Athens that now that the Inca government has had the situation clarified, they will honor the agreement that has brought them peace with Greece, and will be less hasty about throwing out words like "betrayed".
Furthermore, Greece does not take kindly to threats and nuclear blackmail. We assume that the wise General Glorita has received some bad advice that prompted him to utter such words, and must now regret them.

I think my email was clear Rick. You and Thor were under negotiations. I didn't mention anywere that there was a deal. It is obvious that Saddam had the impression that there were no negotiations underway but instead Greek troops ruthlessly advancing. Who would offer so many cities if he was under negotiations and not such demand had been made?
I really don't know why you kept secret your negotiations with Thor from Saddam. We all have the obligation to inform the parmantent replacements and I always do.
This has nothing to do with the role I play here so I don't know why you are refering to me as General?

Statement from Athens regarding recent world events.
Before leaving on vacation, I sent private communications to
world leaders insisting that Greece would not tolerate a two-against-one
attack on Wales, and I also made this known in this forum.
The instructions that I left for General Hexagonian were that he was to
attempt to remain peaceful, but in the event of an attack on Greece, he was
to defend the homeland. I also told him that Greece did not wish to see an
attack by several nations upon one, and that next to peace, world stability
was of the highest importance to our nation.
As you all know, I asked for a cease-fire to take place while I was to be
gone on vacation. I was aware that tensions were high, and that there appeared
to be skirmishes between Inca and France, but they did seem rather suspicious
to Greek analysts. These suspicions turned out to be well-founded. However, it was
felt at the time that such minor conflicts, while unfortunate, were the business
of the sovereign nations involved. There was the mistaken belief in Athens that
all nations would behave honorably in my absence.
So it is with great dismay that I found that Spain was attacked by both
France and Inca as soon as I left, obviously timed to take advantage of the
belief that Greece would not be able to intervene. This attack broke the
spirit of the cease-fire agreement, as it sought to make gain while Greece
was presumably unable to act. But General Hexagonian saw the inherent
unfairness in the sneak gang-attack upon Spain (using nukes, no less) and
acted to try and put pressure on the Inca/French attackers to back off.
While Greece has no great love for Spain, neither have we a desire to see
her treated thusly.
It is noted that this attack upon Spain came while the government of Greece
was temporarily in the hands of a regent. It is of further interest that it
was carried out without provocation by Spain, and is obviously designed to
enhance the power of Inca and France. Interestingly, Greece was given no
prior knowledge of this attack, which can only mean that Greece was also on
the target list, probably after Spain was worn down by a two-nation assault.
Furthermore, both Inca and France have acted in ways that attack the very
stability of the Earth, embracing a polluting government, and ridiculing the
idea of cutting pollution, even after Spain was generous enough to provide
the technology that would make this goal attainable. Spain has unfortunately
not acted in their own backyard, and is producing much of the environmental
damage happening today. Even worse, Inca and France's use of nuclear weapons
has both increased pollution, and thrown away one of the few taboos that
"civilized" nations agree on to prevent our descent into total destruction.
Recent changes in government have prompted calls from France and Inca to end
this war. That they came after considerable loss to these nations who started
the war shall not be further commented upon. The new leaders, while having continued
to carry out the carnage, are not the original instigators, and deserve a chance
to prove that they are peaceful. Greece wishes to return to peace herself.
But the effect of these attacks is that Greece must think of her own security.
Thus, we have asked that certain small Inca villages near Greece be disbanded.
In addition, before we could negotiate for the peaceful transfer of other Inca
cities to Greece, General Glorita took it upon himself to be a peacemaker, and
Inca cities which were the booty of an older war with Australia were offered.
That this came on the heels of another nuclear attack at his order shall not
be dwelled on by me.
Now General Glorita has changed his mind, and declares that he will attempt to
end the world if his new conditions are not met. We do not believe that he wishes
to be remembered by the world a the greatest mass-murderer ever. And we also
want to try and resolve this situation, so that the world can return to peace.
General Glorita, I hope it is now clear from the previous post that the deal you
have spoken of never existed. But Greece wants to return to the peaceful relations
that we enjoyed with your nation since time began.
So, rather than insisting on the previously accepted peace proposals, Greece is
willing to accept the following:
1) The disbandment of the previously agreed to small cities.
2) The agreement to cease in the use of nuclear weapons.
3) The folding of the previously Australian cities of Cairns, Ayer and Hobart
into the the Greek nation. I will give you the choice of either adding Exmouth
to the list, or disbanding it, as it remains too close to Greek cities, while
being overseas from Inca.
All of this must commence immediately in order for peace to begin.
As an additional concession, upon completion of these actions, I will disband
Lima, ceding the territory to Inca.

We appreciate the wisdom of General Constantine, who has a clearer understanding of both the source and dangers of pollution than some here. 
Regarding the output of pollution in Greece, we are happy to report that Naxos will dramatically reduce her levels within 2 cycles, with further reductions to follow. Other Greek cities are also following this eco-friendly path, and although scientists now find the time to disaster has doubled, we shall not slow our efforts, and hope the rest of the world will continue their admirable progress.
While all grieve at the appearance of so many blighted and blackened acres, volunteers from all over Greece have begun working to restore this land to it's original green and bountiful form. At the same time, the Greek Corp of Engineers have almost finished rebuilding the transportation infrastrucure destroyed in the last disaster, and have even been updating them to reflect recent improvements in high-speed rail.
A Greek diplomat has arrived at the Inca outpost of Arequipa1. We request permission from General Glorita to establish diplomatic relations with Inca, after which it is assumed that the city will be disbanded, as agreed earlier.
