Even as General Glorita complains of spies in her lands, we find that Inca has sent a Cyber Ninja into Greece. As she was found INSIDE a Greek city's borders, the Cyber Ninja met a spy's fate, and was executed tonight.
General Glorita, we are disappointed at your behaviour, but we have stayed the hand of our over-eager military, and have taken no action against Inca herself. Not even the Inca jets flying over Greek cities have been harmed, although we expect to find them gone next turn. We are willing to forgive this ONE mistake. A Peace Treaty has again been offered to you, and a Greek Diplomat awaits it's approval so as to form an embassy with Inca. But we must warn you: do not violate our borders again without prior permission.
More ominously, an attempt has been made to incite a revolution upon a Greek city on our border with Spain. We do not yet know who is responsible, but this attack has prompted us to beef up our intelligence services, as we search for those responsible.
And let the world know that any repeat of this type of attack will bring on a quick and severe counter-attack upon the nation responsible. And should we discover a foreign spy taking so much as a stroll inside Greek borders, we will consider it an act of war, and our response will be severe.
We should point out that Greece had no hand in the recent problems other nations have had with spies. All of Greece's intelligence operatives have remained within our borders for our protection, and we intend to continue this policy.
Lastly, to whomever is currently commanding the French Navy, your Destroyer has entered waters in which it has no business. It has been blocked from further advance, and we request that it leave the Gulf of Canberra immediately.

Frankly our Incan friend is, to coin a famous diplomatic expression, 'talking out of his arse...'
Inca is guilty of a false accusation and agitation during times of peace...
It is true that when the Spanish diplomat reopened the Spanish embassy at Cuzco, he did have 'a look round'. However under the circumstances Spain felt justified given Inca's recent aggression. A large force was noted and it was therefore deemed necessary to maintain a sizeable Spanish force in the newly annexed territories. A lawyer was also moved up to provide legal support and advice regarding any continuing border frictions...

Inca has no proof whatsoever that this was a revolution attempt - this accusation is baseless and inflammatory!

A clue in General Glorita's Machiavellian attempts to turn World favour against Spain is the fact that Spies are completely immune from Lawyer's suits - therefore the unit killed was a Lawyer... If a spy was killed, our nations would be at war! Lawyers cannot incite riots!

Spain has no designs on the rest of the world, so do not even try to encourage others to join your cause. Spain is merely intent on reducing World pollution and avoiding a global catastrophe!

General Glorita knows full well that this is a False Accusation!
He would do well to admit that he has no proof of this supposed revolution attempt, that the unit he has killed was a peaceful Lawyer who had ample opportunity to disrupt production at Cuzco but did not, that he hasn't actually seen any spies...
Or that whilst professing poverty he had only just received an aid package of 5,000 gold from Spain the cycle before...
Why would Spain seek to give so much money to the Inca if they were intent on destroying them? Why would Spain choose Cuzco, when it is evident that the only nation responsible would be Spain herself!!?
If Spain wanted to remove Inca from power, she could do so militarily without missing a beat...
General Glorita would do well to consider his precarious position and answer the above questions as truthfully as possible...
Also, Inca STILL hasn't changed her government from Communism despite the environmental concerns and the fact that it was agreed to do so, with Spain even donating the advance of Fascism to do so... Inca has three cycles to renounce Communism - or face the consequences!
As an incentive, five obsolete Incan units within or on the border of Spain have been destroyed! A peace treaty has been drawn up...
