Yes, the platform is going to be MGE designed with PBEM in mind. Note that if you pick a certain battle or something (like Pirates) where you CAN'T do PBEM, then it'll still be accepted. However, I think there's a wide enough range of wars, battles, stories, to go around for some excellent PBEM scenarios.
Also, as of now, the timeframe has been expanded from 1500 AD to 1801 AD. That's as far as i'm expanding it. Any more and you REALLY move out of the AoS era.
I am, right now, putting together the official rules, useful links, a set of maps and other stuff for the contest which will be posted by either Friday or Saturday. On the weekend i'll be able to HTML'ize it all and put it on a website for easy reference.

I'm going to try to make a scenario for the contest. So far I only made a map and a really simple WWII scenario, but since I figured out how to change the gifs I should be able to produce a resoaneble scenario. I already have an idea and a homemade map I can use. And with all you experienced guys around getting a little help shouldn't be to difficult.

Hopefully the Scenario League's Design Tips might be of help too.
Has someone done a discussion paper on the essential elements of scenario design for PBEM vs traditional single player games?

Popular PBEM's seem to run roughly 150 turns. Tho i've seen longer and shorter. I think, basically, it's up to the designers discretion.
Techumseh, it's not a big problem, except, that on an 18k dialup (which is what i'm using), and on this laptop, I won't be able to download and judge the scenario due to the normal ToT scenario size (which, IIRC, is quite big). Therefore, the judging of such scenarios would rely on only a partial team, resulting in partial results....
Unless of course we can find more judges and i'll simply be the...errr....referee... 
Cam, i'm planning on ordering a new computer as soon as the evil, capitalist, moronic government decides to mail my income tax cheque to me.... So, who knows, maybe I WILL finally be able to update SLeague *prays*.

I'll refrain from adding various extra-large graphics files. Without them or sound files, zipped, it'll be less than 1 MB.

I think that all three main platforms (FW, MGE and ToT) should be accepted in the contest. There are not enough PBEM scenarios for ToT now and the SDC hopefully will change that.
BTW, all my next scenarios after TSFE2 will be for ToT anyway.
