Well, the gravity on Mars is only 1/3 of Earths, and the canopy would be light anyway so I don't see it as that much of a problem.

But I think that any atmosphere would persist for long enough anyway.

p.s. I'm joking about the US "owning" the oceans. I would admit that we have a very strong interest in "freedom of the seas" and actually prefr more of an "open range" policy rather than a division into compounds. You can freely speculate on why we feel this way...and why others feel different. AND what the "right" policy is. Looking at The Law of the Sea treaty arguments will show you this dynamic.

I think I'd rather try reducing the Venusian atmosphere to tolerable levels. Given what we're learning about bio-engineering and the ability of natural microbes to deal with searing heat and crushing pressure, I doubt a workable solution is very far off.

Only problem I have with open range oceans is environmental problems (read overfishing). Even with a 200 km enforcement barrier we've still got the Japanese and Spanish squatting at 201 km and destroying what's left of the cod stocks while we prevent our own fishermen from earning a living to improve the situation.

IIRC, a moderately dense atmosphere could be established quickly on Mars by asteroid bombardment of the polar regions. The composition of the asteroids doesn't really matter, the polar CO2 would do it. It would eventually either be lost to space or freeze out at the poles again, but not for millennia.

And there are big advantages to giving Mars a decent atmosphere even if it isn't breathable. You don't need to build pressure domes (just reasonably airtight tents), and you could step outside with a warm coat and an oxygen mask rather than a hermetically-sealed spacesuit.

Yes. This is a classic Adam Smith "commons grazing" problem.

The dynamic also extends to navigability of straits, limits of international water, etc. As a (****...the) naval power, we prefer having very free oceans. Most of the rest of the world, would like to extend their territory into the water by law.

Totally impractical. Plus there is the issue of damage to property...not just damage to people.

But anyway, why would we ever need to put comets in the ocean? There is plenty of water on earth. (And if you dump that ice in the Pacific...you mix it with seawater and still have to desalinate it...not very convenient.)

I was mainly being silly, but if Earth was ever actually running short of water then I don't see us not using available resources and sacrificing the few for the many...

Anyhoo, break up comets prior to impact (10 meter chunks) and they'll break up on contact so no problem...
