You mean the Los Angeles police academy...yes there is. That doesn't mean bad apples don't ever get in.
When I watch the video, I see two possible bad acts.
First, the cop bounces the kid's face off the car. That's probably wrong, but before I pass judgment, I want to know how the bloody four-inch gash above the cop's ear plays into this. The bouncing incident might be--prob'ly isn't--but might be the last blow of a scuffle the kid started.
Second, the punch to the kid's face. Now there's a claim that the punch was a reaction to the kid grabbing the cop's testicles. A former assistant police chief commented that this is a fabrication because, if you watch the video, at that moment, the cop is off to the side where his family jewels can't be reached. I haven't seen the video since I've heard this observation.
Two other things to watch for. The cop on the left of the screen grabs the punching cop's fist after the blow. This is an indication that at least he thinks excess force was being used. I'm not sure, but I think the cop on the other side is also trying to restrain the punching cop. If true, these two interventions indicate that--if there is a problem--it is with only this one cop and is not a systemic problem.

Not really. Most city cops are kep busy dealing with stuff inside their own jurisdiction.
On the other hand, IIRC, some metro areas have different cop forces different areas. Metro Montreal used to have half a dozen different police forces.

Two Oklahoma City cops were videotaped beating up a man.

Edit: The cops are white, the guy being beaten is black.
One thing is clear. If you're a black American you sure the hell can't trust the cops.

I thought each of the municipalities their own police force. Guess I'm wrong.
