Turn to Klair.
A quiet change of power has taken place in England.
The former chairman Sophix had choosed to stay abroad on that luxury hotel, where he has been spending the last 2-3 weeks - bathing, gambling, drinking and doing even more decadent "amusements", while he had told his hardworking people, he would be working only to get rid of the "knowledge embargo", most of the world has put onto the english people after the terrible war against the vikings.
Viceminister Bird proclamed himself as new chairman. The new Duma accepted this by a democratic election, where 99,8% (499 of 500) casted their vote for Mr. Bird.
A proud Chairman Bird took the word in the Duma. He promised expansion of the english nation. New settlements, supported by the state. Moutainareas to be settled. Big forrests to be cut down, new fertile areas to be settled and added to english domination.
And most important: The English nation is fully supporting the PDRI. No nation should ever claim or demand anything from our countries.
One for all - all for one.
Chairman Bird.

> Slavs are an independent civilization that happens to be in an alliance with
> the French. Thats cool, and
Yes and No. It's not a traditionnal alliance. We created a new nation called
SFU. It means that we have 2 governments but we speak with one voice, sort of
federal government.
We share the resource on the map. We decided together where we put some new
cities. Sometimes, we got some problems (elephant in the south and elephant
in the north).
When one player is not able to play the other one replace him.
> Shouldn't this be a group agreement.
Yes, I agree but I think I have a Veto right.
> Russians can take place AFTER the appropriate leader has come to power, and as
> any ally , the French could update the new leader on the agreements and
> decisions that had been taken between the old Russian leader and the French
> government.
No ! You must agree all old decisions and agreements or the alliance could be
break. It's not very easy to share like us the same country.

I think the best real world alliance you can come up with is the USA-Canada. The largest unarmed border. Greatest Trading partner. etc. etc. Canada and USA have always been the closest of friends and have hardly ever had different foreign policies.
Yet their governments are totally seperate and neither one interferes with the others matters.
Yes, if the SFU breaks it would be like a civil war, and I've already told Klair that breaking the SFU is just not possible. The two countries are two intermingled for it to be practical for them to be seperated.
And again, I understand Klair's concern about me agreeing to ALL of the previous treaties, but what stops me from agreeing to it now, just to get into the game, and then trash all those agreements? Will I be thrown out of the game?? The Slav and the French started out as 2 nations, that BOTH decided to combine ALL resources Strength, and policy. However, there ARE civil wars. The best allies turn to enemies some times. I still think that SFU isn't one country.
I think it is 2 countries with and EXTREMELY strong alliance.
It porbably isn't very easy to share the same country the way Luk and Klair have managed but, I doubt I'm gonna go invading the French and all, because it just doesn't make sense.
Look, I'm pretty certain that eventually Klair will agree to have me sub Luk, (unless I have some wierd characteristic that is scary to the French), since I'm probably gonna agree to all the terms of the alliance.
But my point is, I can always trun around, become a Hitler of sorts and throw it all in the garbage!!.
All I'm trying to do is, point out that now that Luk has left, The French want even more control over the Russians (ie. control over their new leader) which they didn't have before. Let nature run its course. Russia, is an independent country, I would lead them as an independent country. That is my style of play.
The French are Russias strongest Allies, and we will co-operate on all matters, but we will not be FORCED to co-operate. That is plain not fair.

**** Moscow Times ****
The future of Russia: Is there one?
Since the retirement of the great Russian Leader, Luk, the Russian government has broken down into an unordered non-functional organization, with no clear leader emerging. No Russian party has been able to form a strong enough government to sieze control from the other factions.
Inevitably, the French government intervened and some sort of order was restored and the Russian people got their orders straight from Paris. This promise of an end to chaos, seduced the Russian people into becoming a slave country to France. Several experts had stated that these line of events were obvious from the start.
"It was inevitable, Russia was the weaker memeber of the alliance, and when their leader Luk retired, a political vacuum was created that left the Russian government tottering and unable to cope." said Russian political analyst Boris Kapowski, " Had the French not intervened, Russia could very well have fallen into chaos, and civil war. However, the decisive action by the French has also had some negative consequences on the Russian people. One of which was to transform Slavia into a slave nation for the French, and the other was to render the existing Russian governmental agencies even weaker."
However, there is some hope, the still functional and potent Russian military that has so far distanced itself from the political chaos in Russia has finally begun to take steps to bring in a stabilizing influence to Russia. This move is led by a Powerful General and War Hero, General Sviatogor Thor. He has steped in and united most of the Russian factions under his flag and the few that have not yet expressed explicit support for him dare not speak against him, for his popularity among the Russian people is unmatched. The military had exressed total loyalty to his command and several foreign governemtns have expressed their support of his government.
It does seem that General Thor is in the best position to sieze power in Russia, however he has been recieving some opposition from the French government who refuse to support him. They have shown reluctance in handing back the power to the Russian people, this is perhaps due to concern for the future of the SFU or perhaps because the French government fears that the General Thor is not well within their control and so may disagree on matter vital to French interests.
General Thor has flown to Paris and is attempting to hold meetings with the French leaders in order to allow a bloodless change of government to take place in Russia without political fallout occuring between the two ancient allies. However, General Thor's spokes person has informed us that he is finding the French bureaucrats evasive and noncommital.
It is evident that the future of Russia lies in the hands of the French if Thor does not challenge them. The control could pass to a someone such as General Thor who is more than capable of shouldering the burden of leadership, or it could stay in French hands with a puppet government keeping the public statisfied and preventing a civil war. Will Russia rise again like a mighty hurricane or will it be blown away by the gentle breeze of time?

Turn to Frazer.
Leaders of All Nations.
Please study the Map sent to you all and then ask yourselves would you too not have chosen to resort to the Gun rather than continue the fruitless search for a Diplomatic settlement of an ever worsening dispute?
Canada has bombarded the PDRI with, ever increasing, demands for money and knowledge and continuously trespassed upon both our territorial waters and airspace. The Mayans, formal Allies of Canada, have now chosen to flagrently ignore long agreed demarkation lines to the extent of sailing adjacent to an Irish City. It should be noted that, as suspected, when attacked we found the Mayan Destroyer was escorting a Transport Ship.
It was the fear of imminent invasion, as well as the proven fruitlessness of demands for withdrawel, that led the PDRI to the sad realisation that actions do sometimes speak louder than words.
This is not a War of Aggression but of Self-Defence! The coastal bombardment conducted against but a single Mayan City was a warning of the potential consequences of a continuation of their Imperialist Capitalist Policy against a peaceful and peace loving Worker's State. No attempt was made to invade Mayan or Canadian lands and only conventional weopons were used. The PDRI is prepared to change it's stance on both of these policies unless peace is rapidly achieved.
We call upon all World Leaders, with a sense of Justice, to condemn overt Canadian/Mayan Aggression against Ireland and do all in their power to persuade them away from this dangerous and, potentially for everyone, ecologically disasterous course of action.
Chairman Jon, PDRI.

In response, the Canadian goverment claims that it is true that a Canadian city was spied on. We suspect the Irish because of their close proximity to this city. But also just a simple check with our diplomatic/science department indicated that the Irish acquired the stolen tech (space flight) during the turn. The photo I supplied to each of you indicates the city is in fact in an alert state indicating dubious activities and also shows its close proximity to the Irish border.
It is true that we have been showering the Irish with requests for gold and tech. We did this instead of crying to the world because we didn't want to embarrass the Irish people world with their goverments criminal like behaviour. We assumed that if the misguided Irish wanted to quitely reimburse us for their foolish actions than we would forgive and forget. They refused all demands that we asked of them.
I then asked my Mayan ally to help me track down and capture this spy. I regret that once again the misguided Irish engaged in evil activities and decided to attack and maim our innocent ally. He was only trying to help me catch this spy. Plus he has every right to be concerned on how the Irish conduct themselves on their borders. I do NOT want war but I will support our Mayans ally 100%.
We are amused that the Irish go crying to world for help after their crime. For those of you who wish to support the Irish, it simply says to me that you condone stealing and tresspassing. You will get no sympathy or support from me in the future. When this happens to you we simply shrug our shoulders and turn away.
We realize that the photo supplied by the Irish propaganda ministry makes it look like Mayan/Canadians are the aggressors. We implore to you this is not the case, we moved into their waters in search of this spy and to let the Irish know that we will not tolerate this type of activity on our borders. This whole messy affair could be ended with an Irish public apology to our people. Irish reimbursement of lost Mayan property. Also since our people lost a tech to the Irish, the Irish could reimburse us with one of their own tech, for example Robotics. And as gesture of Canadian nobility we would share this tech with all other countries of this world. All we ask for in this justice and peace so that we can spare this world from further conflict.

PDRI OFFICIAL PRESS OFFICE.
The PDRI has never used, or needed to use, Spies aggressively. There was never any 'private
protest' over any supposed wrongdoings on our part and, despite repeated requests, an
explanation for the ever increasing monetary and scientific demands made of us was never
given. It should be noted that Citizen Edison is a devoted Party Member and it was from the
fruits of his labours that Ireland gained access to Space.
This whole story is nothing but a tissue of lies to justify a planned invasion which, when
thwarted, has been dragged out in an attempt to save face. The Mayans have already changed
their story twice and the very idea that an unmanned SotL could detect a Spy passes belief!
The PDRI has no intention of apologising for a crime that it did not commit and still less of
compensating an aggressor for his failed actions. To dismiss a Transport and a SotL as
insignificant is also deeply misleading. There could have been, and probably were, eight
modern Units on those Ships and a surprise attack on an isolated Irish City could easily have
succeeded. Once established such a bridgehead would have taken a long and hard fight to
dislodge as well as probably destroying the City itself.
Ireland has never initiated conflict with any nation and the German suggestion that the
'Peoples Army' is like a firecracker is unsupportable. The PDRI fears no nation, nor does it
engage in the issuance of empty threats but does possess, and will use, the force to backup it's
ideological stance. To be forced to resort to violence was sorrowful indeed to Party and
People alike but there comes a time when hard proof is needed to illustrate resolve for words
will no longer achieve anything.
Ireland hopes for the re-establishment of Peace with both nations and will forgive them their
moment of madness. Until such time as this has been achieved however the PDRI will
continue to defend itself vigourously though the Canadian statement gives us cause to hope
that it might not be neccessary to carry that defence onto Canadian soil. We wait to hear what
comes forth Chechen Itza.

A classical dilemma, someone is lying, but whom?
The age-old alliance between the Vikings and the Irish seems of no benefit to either nation. For the time being we remain trading partners, we need the money, the wolf is at our door.
The wolf comes in the form of English Marines who despite, their bird like leader talking peace, have crossed the border and entered Viking territory. The English are allies of our supposed allies, the Irish.
Fortunately a kind donation from our good friends the Canadians has enabled us to hurriedly recruit and train units at New Odense we are confident of repelling any English attack.
As a nation we are in a solemn mood as it seems the world is a large and unfriendly place and our ways of peace and co-operation are out of pace with the world.
