The British Naval vessels with Russian soldiers has returned, and is extremely well guarded, due to the Naval blocade, they cannot get close enough inland to receive a signal telling them to call off the orders of the king, the Highest Ranking Russian officer is hung from the mizzen mast.
There will be another hanging every day until the blocade is lifted, meanwhile, British troops remain in the defense of portugal, glad to see the fledgling Nation advance against it's agressors.
Noting the lack of response of the Americans to the Annexation Proposal, it has been changed, now, the United States, Russia, or Spain may lay claim to the British Isles, upon declaration of war with France, should none of these countries declare war on france, then Britain will become part of France, and Napoleon will overrun all of you, ((offer to claim good until 10:41 Central Time (U.S.) on October 18th))
All British Communication is being sent out via Embassies except for that with Portugal, as the British Army in Gibraltar is still on it's old orders, it will go along with the original plan under Portuguese leadership.

To Britain:
We will accept as US citizens any of the British refugees that reach our coast, but unfortunatly, due to our membership in the France-Spain-Russia-USA Alliance we can not accept the government in exile of Great Britain.
The USA also do not have any claims on the British Islands, for the simple reason the USA does not want to join in any of your European affaires and wars.

Europe Alliance army has totally surrounded Portugal army. Without reinforcements and supply, they will surrender.
Under leadership of Spanish General Don Dorientes, a Coalition Corps of 100.000 men is now moving toward Lisbona.
450.000 men are building trenches around Portugal army perimeter and cannons are firing on Portugese.
To Portugal:
Will you accept an unconditional capitulation of Portugese Forces?
Your troops are in no way able to retreat back to Portugal. They do not have ammo and food. Accept now and they will be spared if not we will let them starve until they are all dead.

I'm sorry if you take this badly but i said a few times before that my troops were at Portugal border for at least 2 years. Russia sent troops also. France mainly went for Gibraltar giving me a few men.
I don't want you to have no fun but you should have been more friendly toward European Alliance. That was a mistake.

I think we should have two alliances, fighting a cold war with each other that latter leads to a world war, if you all want too.
To France, Spain, and USA:
We will not accept Lousiana into the Alliance, we do not trust them. They attacked one of our nations (USA) because of Mexico told them and they thought they had their support. We think they will betray the Russian Empire if given the means to do so. Sorry, but the Only American country we trust is the United States.
With Britain we sugest that we invade and install a monarch that will ally with us and let the people of Britain be an indepent nation. We also demand that the new British government pay for what they have done to the Russian Navy.
To All Nations:
We will be selling some of our territory in North America. All of the occupied Terriotory that was once Mexico and a small part of Alaska. Any who are interested, just give us an offer, but we will not sell to countries we do not trust.

To USA: I ask that you sell Qubec back to the French Empire if this does not come about, I will cancel my alliance with you and terminate American help in the Steam Power Project in Paris. Murat the Gardner is also withdrawn from the White House.
To European Alliance (secret): Trust not any country on the AMericas, the colonials are untrustworthy, and I feel that we may need to teach them a lesson in the future.
To Spain: We congratulate you in the annexation of Portugal into the Spainnish Empire, we are now withdrawing our troops from your territory with exception to those based in the GRibraltar border region.
To Britain: We claim over your lands if no one else wants it. We will allow autonomy and the continuation of your monarch. We will also resume trade, and allow British officials to stay in most postions. If you do not accept we will invade.

To Mexico: We send you 3 million francs to re-build, we will sign a NAP with you if you are willing and will help the Meixican Army in taking out the rebel stongholds.

OOC: WE have 2 unclaimed countries (ottoman emprie and WCI, though I'm somewhat controlling WCI for now). One country (portugal) has been destroyed. If we could get jdd to return or others to join, they could take these new countries (a formidable Ottoman Emprie allied with Britain could challenge France, Spain, and Russia) or start revolts that would weaken countries. This would also help avoid an uber alliance.

In Mexico del Pollo is losing power! The other factions have expanded, and one has taken Mexico city and the entire border with Spain!
The legendary Tecumseh, having been betrayed by the British during the earlier war (right before this NES started), had fled West. Now he leads the WCI. He has declared his friendship with Pedro del Pollo and Russia. He distrusts the US, Louisiana, Spain, France, and Britain. He has been uniting and mobilizing the WCI, and its army is swelling.
OOC: Even if their forces are relatively small, native americans always have a significant advantage when fighting in unsettled regions of the Americas.

We will help you gain power and stability in your country, however you must side with us against the European, if you do not agree, we will support to power one of your competitors.
To France:
I'm sorry, but US territories are not for sale.

Even if we are having some disagreement with you ally: France, I hope that we can still have good relationship with your great countries, and that you will both sign a NAP with us.
To Britain:
As it seems that we are now out of the French lead alliance, we will now agree on the formation of a British government in exile in New York, in case of an attack of the European alliance against you.
To WCI:

Spain is building new merchant ships to increase her commercial power.
Factories are being built in Barcelona and Madrid. Spain economic experts expect an increase from medium to large in 4 years.
Casualties during Portugal war are being replaced( 40.000 men more being trained).
Troops are being sent to Florida and Mexico to help dictator Pedro de Pollo to maintain order in Mexico.(60.000 in Mexico and 10.000 in Florida).
100.000 are sent in Pas-de-Calais to reinforce Alliance troops there. The rest is stationed in South America and Portugal mainly.
Spain war navy is mainly divided between European coast and Golf of Mexico.
Portugal has his own government though it must refer to Spain in foreign diplomacy and declaration of war. Interior policy is still under control of Portugal.
Portuguese receive Spain citizenship.

Spanish expeditionnary forces have been sent in Western Africa in Golf of Guinea. They will increase trading posts and start colonization. British colony there are also being invaded.

Louisiana Diplomacy
To Russia: We are interested in buying your North American Territories. We are prepared to offer $10 million for all of your North American possessions. Also, if you sell the territories to us, we will sign a permanent peace treaty with you. You can trust us - although we may appear to be untrustworthy to some people, we really aren't.
To US(secret): We are ready to attack the WCI if they do not cede the lands that rightfully belong to us.
To France and Spain: Do not annex Great Britain. You have no claim to their lands nor any reason to take them over. If you take their lands over, we will be forced to take action.
To Mexico and WCI: The WCI's land rightfully belongs to us. Why? We went to war with Mexico, and we won. We were going to get some of Mexico's land in a peace agreement. But instead of them cedeing the lands to us, they gave those lands independence (under the WCI.) So, we are very angry at WCI, because they occupy the lands that should have been ours.
OOC: I also think that what Mexico did there (give WCI independence) was somewhat unrealistic. They granted independence to lands that weren't under their control at the time, which would be hard to do IRL. If you don't control the land, you can't give it independence.

Pedro del Pollo to Louisiana: Let me clarify a few things. The WCI was NOT granted independence. They REBELLED against the old government when the war started, BEFORE your troops got very far invading MExico. ANd don't ask why I support them if the old regime didn't. This is a different government, and the new government respects the native smericans.
WCI to Louisiana: How can you claim that those lands "should have been yours"??? You never had them! We even were friendly to you, and allowed you to go through ourlands to attack Mexico! If you invade a nation and a part of it rebels and the rebels like but want to be independent from you, is it not reasonable to encourage them as your friends to weaken your enemy?
Also, there are approximatelyu 106 US or Louisianan settlers in the WCI. THat is hardly good reason to claime it when there are hundreds of thousands of us, and we have been here for centuries.
Secretly, the WCI army moves toward the borders, and prepares to ambush all US/Louisiana cities or forts along the border as soon as they receive orders.

The British people ask russia to lift the blocade so that the remnants of their people can be returned, as for the French citizens, they were killed a long time ago by the former king of England.
British Colonies in Africa have been evacuated, approximately 20,000 slaves accompanied the 100,000 citizens of the British Empire, the British people are hiding at an undisclosed location until the Russian blocade is lifted.
((OOC Note: whoever was developing colonies in africa, if you look to the beginning it said "colonies in africa are undeveloped and should remain that way." ))
Fires tear through London, destroying 13,000 homes and killing 30,000 civilians, Britain asks for foreign aid from all nations to rebuild. The people are currently being housed in schools and warehouses. The fire was put under control by one of London's glorious rains.
(secret) British forces in Gibraltar wire the border to explode should the Spanish advance, creating, in effect, the very first land mines. they have been buried with shards of metal to wound more than one soldier.

USA declare war on WCI
Despite the many threats the United Stated are now officially at war with the WCI.
US troops, under the supreme command of General Foster have invaded the WCI territories, only to find out that the main army of the WCI was getting ready to attack us as well
US Troops have not yet attacked the WCI army, but they decided to quickly build a defensive line, so to keep the Native forces busy on that front, in the hope that Louisiana will instead occupy and siege WCI lands.
Diplomacy
To Russia:
I propose a NAP with your great nation.
To Spain:
USA is interested in purchasing Florida from you, are you willing to sell it to us?
To Britain:
We are not in the position of sending any help to you right now, as the situation here is also very unstable.
However, a small group of our citizen with British origins, got very sensibilized by the view of the fire of London and formed a little volunteer group, which wants to go over to England to help you in the rebuilding.
Aproximatly 1.000 people are coming to England offering their help.
To France:
I'm sorry, we know that you liked the WCI, but our people really need that land.
In repaiment for that we will send you 10 milion Francs.
To Louisiana:
We attacked WCI, however, our troops got stuck as we founded out that the WCI was about to attack us as well, and we are now in a defensive position, trying to keep the Natives busy.
If you attack them you can easily take over their land, and than we will share it between us.

Spanish artillery start bombarding Gibraltar and also someEnglish trying to setup something around the border. Some shells hit the border and parts of"mines" explode.
(I don't think barbed wires exist? and I don't know how you can trigger your mines.are they using gun powder?)
Fortifications are being built in Florida and a small size army is being sent from Spain(80.000 but veteran of Portugal war) (2 years).
Spanish forces in Mexico cross frontier and advance in WCI to protect inhabitants. They give them ammunition, rifles and even cannons. Boats from Europe are being unloaded in Mexico harbors.
Out of 200.000 men being stationed in South America/Mexico, already 50.000 men are on the way.
(I think WCI should start a guerilla war. Any real battles against America or Louisiana would end in an Natives bloodshed.)
To NATO:
We won't sell Florida until your warmongering actions stop! WCI is a free state. You have no rights upon it. You got back your former possessions, you shouldn't invade nations.
To Mexico/WCI (secret) (OOC:well either you keep Mexico or you annex at the same time WCI as a sovereign state):
As you seem to be under threats of NATO, Spain is willing to support you if you accept to join European Alliance and arrivals of Europe troops in your country.
To Allies (extremely secret):
We need to strike now! We can't let NATO gain power without reacting. I propose Russia to strike in Canada from North while I hold them off in WCI and Mexico. France would attack by Florida.
Britain seems to weak at the moment to do anything.

You have suffered long enough. We will end our blockade. Next time do not attack the Russian Navy ever again!
To Allies(TOP SECRET):
Russia is sending about 100 ships, mostly form the Britain Blockade to the Gulf of Mexico. We have 100,000 troops in our occupied section of Mexico and we may give that section back to Mexico depending on which side they ally with. We also have 100,000 troops in Alaska, 75,000 of them along the United States border. We will be sending 175,000 more troops to our section of Mexico form Spain, the remaining 175,000 will return to Russia once Spain does not need them stationed in Spain any longer. We should begin a blockade of United States and Louisiana if these attacks conitnue. We also fear the growing power of this new alliance. Now that Britian is crushed, we should let them conitnue as part of our alliance, with a new King of our chosing.

OOC: I plan on mainly being the WCI.
The Barbars have assassinated Pollo, and quickly gained the allegiance of the military by promising higher wages and other special rewards for victory. Through the military, the Barbars now control most of Mexico.
The WCI has begun raids on Louisianan supply lines and disrupted approximately 60% of the supplies reaching the main forces.
Meanwhile, small groups have performed "hit-and-run" attacks on GEneral Foster's troops, and most have been able to escape with few casualties.
WCI to Russia (top secret): Cut off the American forces from behind. If they get surrounded without outside contaact in hostile land we can quickly decimate them. You will be allowed to keep all of your territories and perhaps gain some more territory in Northwest Canada if you support us. Oppose us and you will face a brutal war in which any Russia settlers outside of the major settlements will be killed. Also, Spain is on our side and they are by far the strongest force in the Americas when it comes to pitched battles.
