I'm sending you the maps you asked for right now. One has imperial villas near Neapolis and Rome (red empty squares). The little red dots near Naples are villas also.
Just so you won't be surprised, I split the maps up, and there's five mails with a total of ca. 3MB.

The cosmic parameters at the start of the rules.txt:

You can't make them cost food, though. You can only do this by giving them the settler flag, thus making them be able to perform all settler actions.

Yes. "Internationally", many of the cities, particularly those in Germany were known with their Latin ones in any case, as the present names origined in local dialects.

How do you mean other troops? There were troops of mostly albanian origin still stationed in the Morea, but were mostly dispersed by 1461 due to infighting between Thomas and Demetrios Palaiologos.
Byzantium had virtually ceased to exist in 1362 as the Turks captured Adrianopolis and had lost its last remaining possesions in Thrace(except for a few cities such as Selymbria and Mesembria).
The last Byzantine expedition against the Sultan in Thrace was in 1384.
From then on Nea Roma held only 2000 Centurian guards and the elite Cretan archers.

In 217AD the restriction of Roman citizenship to qualify for enlistmen in the Legions was lifted. Does that mean that there were no more auxiliary regiments after 217AD?

IIRC means 'if I recall correctly', IIRC
In answer to 2: The Palmyran army consisted of two principal unit types, infantry archers (used extensively by the Romans as auxilia) and cataphract/clibanarii cavalry modelled after the Parthians. Wall paintings in Dura Europis also show camel troops and heavily armed infantry. Apparently Queen Zenobia of Palmyra also used Roman legionaries during her rebellion. After Aurellian defeated her he introduced clibanarii into the Eastern Roman army. As you say, their military appears to have been highly proficient, both as a border defence against the Parthians and later Sassanids, and also in capturing a large part of the Eastern Empire.
Do you need unit graphics for Palmyran troops?

Answer to 1: "Slavs" was a relative turn in Roman times, since the Slavs were not well known and had the habit of mixing with the Baltic tribes.
The Sarmatians were an Ukrainian people of the same origin as the Parthians(that is, Skythic) if I understand correctly and had mostly moved to Asia due to Gothic migrations by the year 200.
The Alans, on the other hand, still exist today in Iran and are probably of Parsic origin.
They were the elite core of the Byzantine army(much as the elite Gothic Optimates before the Turkish invasions), for some time, and existed until about 1305, when the Alan garrison of Nicomedia surrendered to the turks due to starvation.
