I must note that we do not have a Messenger Service. A fine example of a civilization made great by such a Service is the Incan civilization. It was the largest single empire in North America before the Spaniards came, and (I think) with these dedicated persons news spread at about...oh, it was really fast. A few days at most from one end of the empire to the other.
So I propose that a Messenger Service be created, to deliver messages in an organized and regular format to the peoples of the tribe. This institution's goal would be to transport communications quickly from one part of the empire to another. (Read as: bare-bones newspaper.) I wish, however, not to jump in on such a matter, at least not immediately. If someone more skilled comes along, I suggest giving the position to them.

EDIT: Master, I am truly sorry for the misinformation I have given you. Tacticus has pointed out to me that Incas were in SOUTH America.

Felow tribe members:
I'm aware that my family was almost unknown until recently when I was lucky enough to join you at the elite group. This can worry some people enough to want to know who I am and where my loyalties are. I can tell you with no doubts that all our entire family is loyal to the tribe and its great leader Togas, and will be honoured to help the tribe improve and go forward.
As for the other members of the elite families. Well... The world is big and dangerous, and we have no idea of what dangers are waiting outside to attack our tribe. We should stand unite if we don't want them to get over us while we are intriguing about each other. For the great glory of our leader, our tribe, and our families!

I have, with some apprehension, watched the political maneuverings of this young Hastragal Gisgar, and I must admit to have been shocked by the tremendous lenghts he went to deny everyone else's loyalty, and to place himself as the most logical cantidate for your Most Trusted Advisor. I must assure you that my loyalty is without question, why even our tribes bare the same...avatar, shall we say? Gisgar is a man who is obviously looking out for the highest positions in the land, hoping to win you over (not that he, or anyone else could win over such as a wise and beneficient ruler as yourself, good Togas) and to claim for himself the leadership of Carthage. I think that he should be thus watched carefully, and I have set one of my slaves, Pessimisticus Doltamus, to monitor his movements within the Imperial Capital, to be sure that he is not involved in any plots against the highest powers! We must watch out, for such blatant attempts to gain favor may lead to situations that could prove...dangerous.
Instead, you must judge fairly to find a most loyal and wise man for Most Trusted Advisor.
On another note, my company has produced the latest in glassware, and apparently, my dye company has produced some wonderful things, which I should like to present to you as tribute. Perhaps you could come over to my villa for a quick Squid Sandwich, and the like. I suggest it, in fact. We of the History-Guy Clan are most assuredly your best and most loyal subjects...

I come to the Palace in seak of peaceful banter amoung friends. Instead, what do I come to find? With shock and horror, I find myself accused of treason and worse! Charge what you may, I have had nothing but loyalty to Lord Togas throughout the ages, which I would hope he would acknowledge. Even now, I follow him here out of loyalty. How, then, become I accused? It is true that my Personal Messenger did indeed fall ill for a period (and is better now). Though this is unacceptable, I was leniant considering he fell ill under the horrific stress of constantly carrying messages to any I might hold sway over in support of our lord. Even so, I find myself accused.
What further horrors can we condone? I, for one, will not stand to see myself and other noble tribesmen slandered without speaking against such actions.

The allegations of my ties with rivaling tribes are lies, LIES I tell you! 'Tis true that I have a somewhat different appearence than the common Carthaginian (and may I add, a very handsome appearance!), and that this appearance greatly resembles that of our enemy tribes, but this is because my great-great grandfather was a Glory of War tribesman. I, however, feel nothing else but Carthaginian blood run through my veins.
I have been away on many voyages making trades (like a true Carthaginian) which make the wealth of our great tribe grow. I have yet to see such contribution to the state from YOU!

My heart and sole yearns to serve you. Sadly, I am rendered deathly ill*, and the womenfolk tell me that I am unable to leave the village without grave risk to myself. Though it pains me to say it, I cannot serve you in any of your current positions, as they would require a great deal of travel to forfil the obligations they imply. Having said that, I would be pleased and honored were I able to serve you from the safety of our village, be it through advice, organizing the other villagers and camp, or messages to any other tribes we may encounter.

I feel no need to respond to the allegations made against many, including myself... they simply do not dignify a response. I'm sure you already understand this and I apologize that I have belabored the point... it is for others' consumption rather than your own.
As for the matter of my prospective service to your leadership, I am willing to do so. Unlike many who fill the air with the sound of drivelling flattery, it is my belief that you suffer enough of this already that you likely need no more from me. We both know all too well from long experience together (as you mentioned regarding all who are here) that you already possess the wisdom to see beyond the flattery and discern the true malignance in many of their hearts, so there is no need for me to belabor this point any further in public.
It is my belief, most esteemed, that the true mark of one's penchant for loyalty in the situations where it will truly matter manifests itself not in the vociferousness of one's flattery, but in the inter-twining of one's own enlightened self-interest with your own interests. The key then, is to ensure that the self-interests of those who possess the most ability to pursue them are closely tied to your own interest (and thus that of the tribe).
You can trust me primarily because I have stated a willingness to subject myself to a position that I have clearly and honestly stated would mean my self-interest would be directly tied to your own. This gives your greatness the confidence to know far more than you could with one of these flatterers that I am indeed bound to your side - not out of a temprorary motivator such as your current popularity, but out of a far more powerful motivator - my own self-interest.
Additionally, I take the honor of myself and my family very seriously, as you also are already quite aware. I understand that, should I be sworn to serve you, I would be honor-bound by the rules of my house to follow through with that commitment, where-ever it may lead. Should I ever, of my own free will, abandon you or commit treason against you, I have reason to know that my honor and the honor of my family will be adversely affected.
As such, I do not offer myself for such a role lightly. I am fully aware of the ramifications such a role could have upon me, especially given my ambition - something I willingly admit that I possess. The decision is clear, I must either side with you and thus be bound to remain with you even should you fall, or I must not be with you and retain my freedom of action. I fully understand this as the price.
The reason I consider this price to be worthwhile is that I have faith in you. I believe, whether correctly or incorrectly, that you will be successful and that you will prosper. Many of those who offer you flattery do not have faith you - they believe that you will fail, some even may specifically believe that they will be the cause of your failure. If I believed that you would not be successful and that you would falter, I may be the type of man who would decline to serve you - I will admit. However, because you are the type I believe is truly strong in leadership and command, the type that will indeed succeed and prosper, I consider the price of giving up a great deal of my freedom of action to be worth it - for if you do succeed (and if I am successful in helping you to do so), the only logical way to prosper will be to prosper with you.
So, while I do not take this decision lightly, this is precisely why you have reason to actualy believe that I am sincere in my decision - to have faith in me. I trust that, in your wisdom, you will indeed see the merit of my argument over those of the flatterers.
