I do that when hunting or carrying tools. The suspenders are for holding pants up. The belt is for carrying holsters, sheaths, tools pouches.

The statement could indicate that if women are wearing skirts or dresses, then they need pantyhose on, acknowledging that most women (at the time of enactment) wore dresses to work. Doesn't imply requirement of dresses unless practice mandates it.

Also it could be an antiquated part of the dress code. Does the practice of the company require dresses for these meetings? If it does, then it is wrong.
