This war can only be avoided, if they put that settler back on their galley

They cannot be allowed to have a city on Bob.
We have said this enough times, that we cannot back away now. ND & RP will know we have done a deal.
They want that 200g to upgrade their warriors. We need that money to upgrade our horsemen.
If they gift that new city to us, then they avoid war.

The timing of all this is wrong.
Who do we fight first ?
ND wants to take on RP, and we have given our commitment to do so. This will need to be done first.
If Vox joins the war against RP, even as a minor player, I think GS will attack Vox, and Vox cant fight 2 wars.
The Vox offer needs discussion, but I would suggest they stay out of the RP war, and worry about their own border defenses against GS.
After RP, then we will send our elites over for a combined attack against GS.
Vox needs to understand the timing of our wars.
ALSO...I have just realised... what would happen if we went to war with them ?
What do they know of our plans on Bob? If we went to war, surely they will screw us over and tell RP of our intentions ?
Dangerous territory....
Get them to gift us the city, and declare peace and an agreement to take care of GS in the future. A MPP perhaps ? (excluding that time when we are at war with RP.)

I plan on dealing with it through a mis-information campaign. I will be contacting GS to say we have heard rumours out of RP that GoW and GS are planning to attack Vox. This should make sure that any rumours about an attack on GS are discounted.

Glory of War and Vox Controli agree to the following:
Vox Controli to provide:
1. The Vox city previously know as Wittlich West
2. Montheism to GoW as soon as available to Vox
3. Assistance in the form of a minimum of 4 galleys with troops to invade RolePlay at a pre-determined future date.
4. Agreement to turn any cities captured in said invasion over to either GoW or NeuD, at GoW's direction.
5. A future supply of iron.
Glory of War to provide:
1. 250 gold in return for monotheism. GoW is free to trade this tech to NeuD only.
2. Assistance with the invasion of Gathering Storm, to take the form of:
a) one galley and two horsemen in 10 turns from 1050BC
b) three galleys and 6 horsemen in 16 turns from 1050BC
c) one galley and 6 horsemen, 4 of which will be ferried to Estonia, or some such other arrangement as can be planned
d) two galleys and eight horsemen, 4 of which will be ferried to Estonia prior to tthe invasion.
3. Agreement to turn any cities captured in said invasion over to Vox Controli.
4. Co-operation in a publicly staged 'war of deception' on Bob.
5. 2 gpt for the iron supply, when it is supplied.

Well, I hope this works cause I can't edit posts at work.
Vox Controlli War Contract with the Glory of War against the Gathering Storm
I Contracted Forces- 6 Veteran (or better) Horsemen.
- Any units built on the continent of Little Bob.
- Control of GoW forces.
- The units contracted to Vox will be under the command of GoW Generals.
II Temporary control of a Little Bob City.- Vox will gift control of a Little Bob city to GoW at the earliest convienance (but not so much that it alerts GS).
- GoW will be allowed to build a barracks, one defensive unit and as many Warriors and Horsemen as possible.
- If the need comes, the city will be gifted back to Vox for the re-enforcement of damaged units. The city will be again gifted to GoW once the Voxian units are gone.
III Duration of Contract.- Any violation of this contract will make this contract void.
- With the destruction of the six original GoW horsemen, GoW may enter into the conclusion phase of this contract.
- When GS has control of three cities, this contract will enter the conclusion phase.
- If Vox enters into peace with GS at anytime after the declaration of war, this contract will enter the conclusion phase.
IV A Non-Agression Pact (NAP) between Vox and GoW will be in effect for the duration of this contract.
V A Right of Passage (RoP) will be in effect for the duration of this contract.
VI Vox will share all technology aquired by any and all means during the duration of this contract with GoW, reguardless of any clauses or terms of other tech-trade agreements.
VII Conclusion Phase.- All cities under GoW control on the continent of Little Bob will be gifted to Vox.
- GoW will have one turn to remove troops and or slaves from these cities before gifting them. - RoP and NAP will remain in effect until all GoW forces/slaves are removed from Vox cultural territory.
Now this is massively in our favor and is designed as a starting point of negotations.
Negotiating points:
Article II: Gifting of Vox city to GoW before the war starts. I don't think we need a city before the war starts, but we can use this as a consession. We will need a city though. If we can't get one before the war, then the first one taken by either Vox or us goes to us. This is a bare minimum.
Article III C: Leaving GS only three cities. As per GF arguement about GS designing battle strats using other civs, this point can be negotiated out.
Article V: RoP. We will need an RoP to get around on Little Bob. The problem is that an Embassy will need to be established before we can do this in game. We can argue about who has to pay for the Embassy (and who gets the info). It doesn't matter to me either way.
Article VI: Note how I did not say that we will "share" tech with Vox. I do not want to get into a "share" deal with them. Make them pay for our techs and we get theirs free.
Items that I feel CANNOT be negotiated:
Article I C: Control of GoW forces. GoW means GoW. They are ours. Even if we let Vox tell us what to do with them, GS will still have negative feelings for us. If we are going to piss them off, then we will do it our way.
Article III B: The destruction of all 6 original horsemen. We need an out clause of this contract. If we loose all 6 horse, things aren't going good and we will need to get out. We might want to even make this easier for us and say a set number of losses (say like 4 or 5 units).
