Yep - I also checked the game...you cant do it.
We will need two more turns to declare war.
The quickest way is to do what MZ says....ship over a horseman (Upload from the city), and offload on the same turn , and then pillage a road.
OR--- Here is a better way. We ship over a horseman , and capture the worker.
Move the worker 1 square, and let Vox capture it back the next round.
But like I say...we dont have to have the game mechanics to show we are at war, to be at war.
We can claim we have seen the settler/spears, and are moving our horsemen into position for attack. No-one would attack a stack of 3 units with 1 horsemen. The story is believable.

We need to post a declaration of war, with an explanation of the technicality that we can't. Here's a try:
