Great scenario! The only error I noticed: The 'Winter Palace'-wonder should be in Petrograd. Also, Petrograd, not Moscow, should be Russia's capital.

I should have thought of this sooner. This is probably too late for your scen but might be useful at another time.
Start the scen with each civ having only a small amount of money in the treasury. 50 or 100 should be enough in most cases. Then use Events to give the proper amount to each civ on the next turn.
To me, this looks like the simplest way to sidestep the worst of the money bug, provided that the Events file is not maxed. out.

It took a bit of time to figure out how, but the first turn money bug can be removed from a .scn or .sav file by hexediting.
The attached zip contains the Kaiser1.scn that caused the problems a couple of days ago. It's been hexedited and I think that everything should be OK but could you perhaps run a quick check to make sure that nothing is amiss.

If you make Bucharest neutral, rather than rebel, though, then the Central Powers can't attack it without involving the Americans, which is altogether undesirable (not to mention unrealistic). Perhaps Belgrade should be given to the Russians, as they (in effect) started the war by stepping up to Serbia's defense.
Argentina, Chile, and Brazil were all fairly westernized, so putting them in the "Neutral" civ makes sense, although whatever happens, PLEASE include Belem and Rio de Janeiro in the rest of Brazil and PLEASE add Bangui to the Entente.
One final note:
As Portugal was an allied nation, perhaps its colonies (Luanda, Mocambique, Inhambane) should be Entente cities).
Post-Post Script:
I just realized that Kijev has no city improvements at all! This is not right! Kijev was a major Russian city at the time of the great war. I think a few buildings may be in order.
PPPS:
Would you consider reversing the names of "City Port" and "Shipyard?" It seems that they make more sense to be swapped, as the Shipyard logically would repair ships faster, while a port would permit greater resource exploitation.
