Looked at the playtest version as the Central Powers, after one term, two of my defensive trenches were bribed by the Entente. What's up with that?
BTW, maybe a better name for the Allies would be the "Entente Cordiale" rather than "Triple Entente" as the third member (Russia) is independent.
Finally, unless I am mistaken "Tzarist" should be spelled "Tsarist" or "Czarist."

LOL, gj on this one. Surprisingly playable as Entente, despite the far-flung empire.

Curt I think this is your best yet. A couple points though.
1) Japan and Russia have the same colour of tan/beige on the CIV II map. Perhaps Russia could be changed to white.
2) Japan is able to develop the MKIV tank and the Handly Page, is this intentional?
Looks amazing though!!

Krakow was definitely owned by the Austrians. Also, why is Rio de Janeiro part of the neutrals when the rest of Brazil is not?
Bangui should be a member of the Entente (part of French Central Africa).
As the Central Powers, on the first turn Italy demanded that I remove my encroaching troops, including the defensive trench to the northwest of Milano. I refused, and both Italy and the Neutral Nations declared war. This doesn't seem to make a lot of sense...
The same thing happened with the defense trench to the southeast of Amsterdam on turn two.
To avoid this problem, maybe the trenches could be flagged as "trade" units. Then they wouldn't be ordered to withdraw with the troops. I saw this trick in the Crisis of the New World Scenario by Andrew P. Livings.

PS, I haven't said it yet, but as an avid lover of the Victorian/Early 20th C. period, I think that this is a great scenario!
