The Military Leader can not rush units or regular improvements but CAN rush Great Wonders for the human player. It can rush all things for the AI.
One save example
Note in this save you can not build an Army because the civ has less than 4 cities. You are however unable to rush any units. This is a default rules, RMG game.
The all knowing playtester Cheiftess ( of CFC) checked out the AI/Human capabilities of the Military leader

If you download the save, you will notice the leader can not rush units. This save is from a default rule randomly generated map normal game.
Perhaps of interest is that I got the leader from an elite unit but had less than 4 cities. It may be the inability to produce an army is preventing rushing. As you have noted there is an edit feature bug and this may be related.
I have played other normal games and have had no problem w/ ML (I did not test if they could fiinsh a Great Wonder) So I am inclined to think the problem is with the >4 cities.

In single-player 1.22 (and 1.20, for that matter,) the game is not recognizing any Conquests resources/luxuries as being acquired, even if my cities are built directly on top of them. The don't appear in a city's screen or the trade advisor's screen, and the people don't act as if they are receiving them. (I also don't get a pop-up saying "You've brought x resource into town. This will make the people happy.")
Pre-Conquests resources/luxuries still are being recognized.

I have found a problem.
I had a SP game which I started on 1.00, I installed 1.22 patch and continue playing the game with the patched version. All seemed to work fine... until Radio appeared.
In the same turn that Radio came as a tech available for researching, all my factories dissapeared. Poof! I rebuilt a few until I noticed something strange was going on.
Nice, isn't it?

I've got a new one. The AI is able to rush with cavalry. I thought I was just seeing thing a few turns ago, but I wasn't. Bah.

1.20 games seem NOT to be compatable with 1.22. i tried to load one of my old hotseat games, which was from 1.2, AFTER i patched with 1.22, and i got all sorts of errors.

I registered today due to me coming across a really strange bug. I was playing the Inca, with the Regicide option (Regent level). The Iroqois came onto my island (large map) and started building cities. And I started building fortresses along the border while I got my military production going to boot them out.
One day, they built a city one square away from one of my fortresses and then demanded I withdraw my troops. I refused (of course) and went to war with them.
Many more turns passed and I got together enough troops to attack this city, which would be the first of many in reclaiming my island back. And I successfully overran the Iroqois city with a Medieval Infantryman. Because this city was built in a really bad place (on a hill surrounded by desert) which I didn't want in the first place, I opted to pillage and raze the city to the ground.
Then the game froze for about 30 seconds.
When it eventually unfroze, I discovered that *ALL* the Iroqois cities on my island and the few I had explored on a neighbouring island had been pillaged too!! The main game map showed all Iroqois cities [I knew about] as piles of rubble!
It seems the Iroqois civilisation had self destructed just because I decided to pillage one of their pathetic cities.
I sent a few units out to check whether they really were all now piles of rubble, and they were (but I hadn't explored their home island so don't know just how widespread this genocide was). Interestingly enough, there was a new size one city on my island in a spot where there was no city previously. It was named "Neodakheat".
Has anyone experienced a similar occurrence? This is Civ3 Conquests patched to 1.22.
