I would suggest that the OOB be treated as an actual OOB.
(Please bear in mind that this is just a suggestion and that I haven't kept track of all of the rules here so I may have missed something monumental and this may be a load of utter codswallop)
ie: Round one sees the laser-equipped ships face off - Kassi's laser ships take damage as above.
Then there are two alternatives
(i) Round 1 ends with Kassi's other ships unengaged/undamaged (able to counterattack?).
Second round has Spaced's laser-ships against Kassi's fighter-ships - resulting in the annihilation of said fighter-ships. Torpedo/laser ships untouched (and again able to counterattack?).
ie: 15 lasers 10 lasers
15 lasers 10 fighters
0 fighters 10 torpedoes
0 fighters 10 fighters
0 torpedoes 10 torpedoes
0 torpedoes 10 lasers
effectively defaults to:
15 lasers 10 lasers
0 fighters 10 fighters
0 torpedoes 10 torpedoes
15 lasers 10 fighters
0 fighters 10 torpedoes
0 torpedoes 10 lasers
(ii) Round 1 continues - laser vs fighter and Kassi's fighter ships are annihilated as above.
OOB remains as original and Spaced's lasers still wipe out Kassi's fighters (and only his fighters) - but then end up possibly having to face off against the last phase of torpedo fire.
Second round might then continue with Spaced only able to defend against a torpedo attack and then the remnants of Kassi's lasers?
I don't know how unbalancing unopposed fire might be so it might be better to just forget about counterattacks and have Kassi bug out with his surviving torp/fighter ships ...

Well, not if the second player is allowed to put nothing in for his first rank it wouldn't.
By default you'd shift the second players OOB upwards and end up with 200 lasers vs 1 torp then 200 lasers vs 1 laser.

This looks interesting, too bad I didn't get in for this game.
I have a few ideas for the combat which I hope includes some luck, strategy and fairness.
Hopefully this isn't too hard to understand I am at work right now so I didn't have time to make it too pretty.
Garth's combat suggestion
1 round per ship weapon, each round split into a 3 part OOB. At the end of a round if your fleet has taken enough damage to lose a ship, they will be removed in the order you specify.
So a player would have to specify the OOB, and also a ship order. Plus the formation and range.
So to use the Kass-SC battle as an example with the ranges and formation that they used.
Say if they both used a LFT OOB , I will assume Kass picked his ship order as LFTLFT the rounds would go as follows
Round 1
SC Kass
5L 2L =3*2(range) 6 hits to kass
0F 2F =2 hits to SC
0T 0T =2 hits to SC
No ships lost,
Round 2
Ships left 5(2) 6(4), the number in brackets are HP's remaining on the lead ship.
SC Kass
5L 2L =3*2(range) 6 hits to kass
0F 2F =2 hits to SC
0T 0T =2 hits to SC
SC loses 1 ship, Kass loses 1 ship(A Laser as specified in orders)
Round 3
Ships left 4(4) 5(8)
SC Kass
4L 1L = 3*2(range) 6 hits to kass
0F 2F =2 hits to SC
0T 0T =2 hits to SC
SC loses 1 ship
Round 4
Ships left 3 5(2)
SC has no weapons left so Kass gets 2 free rounds
SC Kass
0L 1L = 1*2(range) 2 hits
0F 2F = 2 hits
0T 2T = 2 hits
1 ship lost
Round 5 the same, 1 ship lost
Final totals
SC has 1 ship left, kass has 5 (one with 2HP left)
If you tweak the OOB a bit you can get interesting results, I'll just show round 1 to demonstrate.
If SC goes LFT and kass goes FTL.
SC kass
5L 2F -> 3*2(range)*2(favored) = 12 hits to kass
0F 2T -> 2*0.5(favored) = 1 hit to SC
0T 2L -> 2*0.5(favored)*2(range) = 2 hits to SC
So kass loses a ship for the next round and SC only takes half damage to one.
But if SC went LFT and Kass went TLF
5L 2T -> 3*2(range)*0.5(favored) = 3 hits to kass
0F 2L -> 2*2(range)*2(favored) = 8 hits to SC
0T 2F -> 2*2(favored) = 4 hits to SC
So SC loses 2 ships first round and Kass takes only 3 damage.
So with a slight change in OOB a weaker fleet can inflict quality damage, but not necessarily wipe out a much larger fleet.
Plus you get a trade off in building more smaller ships, thus getting a better first round, or less bigger ships, getting a chance to have free rounds after the smaller ships have used all their weapons.
I don't think it's too complicated, I was able to calculate the results pretty quickly, although I would consider making a spreadsheet or program to do it faster and more accurately.
