Interesting wonder idea, though its function seems similar to that of spies. Having additional wonders for higher techs for cultural victory purposes may work, especially since we have more players in this game.

No smiley, you don't destroy the one that is being built, but one that already is built, and this is immune to any defense. You could build this wonder and send a spy, killing the build and taking away an already built part.

Jonny tries to build the National Rifle Association, but his advisors remind him that his "good buddy" Sparrowhawk build that last turn. Hmm....
But that is okay since Jonny is also constructing the University of California in location B11.
Sparrowhawk continues his wonder lust as he builds the Mafia at B7. "But, I'm funny how? Funny like a clown? I amuse you? I make you laugh? I'm here to fookin' amuse you?

Espionage
Smiley's spy defends his city production.
Ljube-ljcvetko's spy sabotages GameCube64's trade.
Vlad Antlerkov's 1st spy sabotages Gamecube64's army production.
Vlad Antlerkov's 2nd spy sabotages Gamecube64's 1st spy.
Gamecube's 1st spy tries to defend his army production but is killed by Vlad Antlerkov's 2nd spy.
Jonny's spy interupts Dark Cloud's city building.
Sparrowhawk's spy defends his army production.
A spy from Dark Cloud was killed leaving Ljube-ljcvetko's military recruitment building (again!). The building then blew up taking out all of Ljube-ljcvetko's new recruits for this turn.

Gifts
Smiley gives Gamecube 1 gold (wow!).
Ljube-ljcvetko gives Industrialization, Representative Government, and Mass Education to Vlad Antlerkov.
Dark Cloud shows Whoha the ways of Representative Government, Mass Education, and Nuclear Fission.

Battles
I tried to map the map larger and tone down some of the other elements of this game to get more wars. Looks like I am getting my wish.

The Dark Cloud/Ljube-ljcvetko war contiues to rage on. Ljube-ljcvetko's military is crippled completely, and Dark Cloud attacks with 50 (tech 11) against 0 (tech 10) armies. Dark Cloud takes all of Ljube-ljcvetko's cities and knocks him out of the game.
Dark Cloud loses no armies in the attack.

Vlad Antlerkov and Gamecube64 decided to attack each other. Vlad sent 143 (tech 10) armies up against Gamecube's 19 (tech 9) defenders. It is an overwhelming victory, and Gamecube's army is eliminated.
Vlad goes on to attack a defenseless territory with 126 armies and takes all of GameCube64's cities. Vlad loses no more armies in the conquest.

Whoha's 140 (tech 11) armies try the counter-attack against Sparrowhawk's 64 (tech 9) defenders. OMG, Whoha takes all of Sparrowhawk's cities and his "home" army is destroyed. Whoha loses 6 armies in the fray.

But where is the rest of Sparrowhawk's army? Why there it is, doing a Jihad sneak attack on Dark Cloud. Sparrowhawk's 174 (tech 9) armies pour over the borders to attack Dark Cloud's 11 (tech 11) armies. Sparrowhawk takes all of Dark Cloud's center cities.
Sparrowhawk loses 2 armies and DarkCloud loses all 11 of his defenders.

Jonny does not like the way Dark Cloud has entered his "claimed" territory and sneak attacks Dark Cloud's city at A12. Jonny's 65 (tech 11) armies meet Dark Cloud's 0 (tech 11) defenders. The city is taken and no blood is spilled.

Protector spies make the area impossible to sabotage, don't they? If they don't then there is no point since you can just send them out to the person and both spies will still be killed, and in that case the spy would be defending all your areas not just one.

Ditto, trade income minus army maint. Lets just say that this game is a bear to process. Hopefully it will get easier with fewer players. almost everyone makes a mistake on their gold spending and maths, even smiley did last turn when he tried to spend 91 on his last city not 90.

BTW DC, the cost of cities is 3X their number (the number of cities built).
