I think the Iranian people will be a big winner in that scenario in the long run. Najaf's star is rising in the Shiite world, despite being nearly destroyed. Qom's star is falling in the Shiite world. The Iranian government's legitimacy is tied to Qom. Further, we may get more secular Shiites in government than we had hoped for. Despite it all, Allawi isn't polling so badly against Sistani's list. They may split the vote. That would be a splendid outcome, to my mind.
If a partition happened, then Basra would also assume a great deal of political importance at the expense of Baghdad.
