I think the Iranian people will be a big winner in that scenario in the long run. Najaf's star is rising in the Shiite world, despite being nearly destroyed. Qom's star is falling in the Shiite world. The Iranian government's legitimacy is tied to Qom. Further, we may get more secular Shiites in government than we had hoped for. Despite it all, Allawi isn't polling so badly against Sistani's list. They may split the vote. That would be a splendid outcome, to my mind.

If a partition happened, then Basra would also assume a great deal of political importance at the expense of Baghdad.

I would be absolutely shocked if Allawi's list gets anywhere close to as many seats as Sistani's (barring any fraud). I know that there was a poll that showed Allawi's list getting 4/5 of what Sistani's list got, but I've also seen a poll that showed Da'wa alone getting nearly as much as Sistani's list. Bottom line is that I wouldn't put any money on that prediction of yours.

I don't know whether it is or it isn't (and neither do you). We'll just have to see. I wrote it because that's what I hope happens. A coalition government could be formed from the two or three lists and a majority-supported mostly secular path forward could be negotiated. Maybe a governing coalition would include the Kurdish list as well.
