About Pact, I would say something like:
The political status of the Data Angels presently puts entering any Pact arrangements with other factions as not possible. For this reason we are sorry to inform you that we cannot accept your proposal. Please note though that we very much appreciate your gesture and respect towards Data Angels by offering the Pact.
something like that. Should possibly make saying "no" quite pleasant for them

In my acknowledgment of receiving this message, I asked to Mead if this is an all or nothing package the Corporation is considering.
Guess being pacted to the Morgans is only worthwhile for if we choose to vote for them on the Plan Gov thing. Personally, that's my only difficult point. Global Trade Pact, tech exchange, perhaps even map info might be worthwhile for we're getting more out of that on average.
I can even see a case in which Yang is bidding for our votes! 
How's the opinion on this?

Regardless, we are still very interested in acquiring Intellectual Integrity directly from you.

There seems to be a problem in Gaian Union with members activity. Illuminatus should have stayed a bit longer. It just costed us opportunity to get yet another technology. Not good for the relations too. Probably Spartan-Gaian relations will worsen again...

Regarding estimated time of completion of this technology, as you may know, there is recent increased activity of the primary star, due to which we will have very large amount of energy soon. As previously the estimate was 2166-67, now my guess is 2164-65.
