I've been in protracted discussions via telephone and MSN with the Great Khan Paddy of the Bloody Oath Horde today. 
He has told me to expect an approach from their Ambassador Plato, to forge a treaty of sorts. Probably a 10 or 20 turn non-aggression pact, together with some tech trading. He said they are having great internal difficulties (being 15 team members) coming to an agreement on dealing with us, and they have regular long Council meetings. Apparently our recent disdainful dismissal of Euphorican forces has spooked pretty much everyone else on the continent, and they are all worried about us, particularly since they all know we have just connected our Iron 
Paddy claims to have Literature, Map Making and a deal for Currency already in the bag, and wants us to switch to Republic immediately in return for them giving us Literature, Currency and Map Making (which we have already tied up from AM).
They are now researching Construction.
Any objections to agreeing to this deal? I think it is important to get them onside as allies.
And another thing....he hinted very strongly that they have plans of their own against Euphoricans. Not because of our war with them, but because of their relative proximities to each other.

Interesting, if cautious, response from Plato:
Greetings Lord Aqua,
The Council of the Horde was most pleased to receive your offer of
friendship and co-operation. Please note, with no disrespect to the Great
People of Desolation Row, that the Horde Council cherishes
independence. While we have no specific objection to being involved in a treaty
with Desolation Row, we feel that we need to gather a bit more
information on your offer.
First and foremost, please let your council know that we have no
aggressive movements or plans against your nation at this time. We are very
pleased that your people feel this way as well. There is currently no
need for a formal treaty in this regard, but we do not reject it out of
hand. We would like more information on why you feel this is needed as
our nations have already enjoyed over 2000 years of peace.
Secondly, it is unclear on whether or not you are asking us to provide
Currency, Code of Laws, and Literature prior to you researching
Republic. As the value of these three techs far exceed that of Republic, we
are asking you to clarify this point.
The Horde would like to suggest that perhaps you continue your currency
research so that a trade of that technology may be discussed.
Finally, the offer to reveal all matters of your foreign policy to us
intrigues the Great Council immensely. Perhaps you could also supply
details on your vision as to how this would be implemented?
It is truly a Grand Alliance that you propose. Such items as this tend
to go against the thinking of the Horde as we are not, in general,
desiring to entangle ourselves in alliances. However, I would be pleased
to present your clarifications to The Great Council for them to
consider.

The Republic deal is almost a non-event now - we finish Currency in 3 turns, and have done a deal with Lost Boys for Code of Laws. They will have to agree to give us Construction and Literature if we are to research Republic. Also, an interesting comment about Currency - Paddy had previously told me they already had a deal to acquire Currency.

I got tired of waiting for Babylon to respond to our proposal. This is what I sent them:
Great Lords Beta and Kloreep of Babylon
After many months of trying to forge a deal with Babylon, it has become patently clear through your lack of response that you either have no intention of entering a tech trading alliance with Desolation Row and the Lost Boys, or you have evil intentions against our noble civilisation.
Speak now and unveil your intentions, or tell me to stop wasting my words on you in the vain hope of a partnership between our civilisations.

Our apologies for not responding. Please do not read too much into it. It takes our team ages to discuss things, and I have busy in an alternate universe.
We would like to engage in further discussions regarding tech trading and co-operation. We can do do this via e-mail or chat. Either works for me.
Please let me know which mode of communication you prefer. If it is e-mail, if you would send an initial proposal, or at least the points for discussion, we could get things underway.
Again, Babylon's apologies for our turtle-like speed on foreign affairs. But, it is a highly cultured turtle!

I had a long MSN chat with Paddy of the Horde last night, wherein he claimed that the Lost Boys are very conniving and an experienced bunch of demogame players, and that we shouldn't be drawn in to their claims that they have only one active player, 1889. He believes they are trying to deflect attention away from themselves so they can be left in peace to continue their REX. While I am not so sure about this, I do agree that they have been REXing wildly and will probably soon expand towards us.
Meanwhile, Paddy expressed interest in allying with us, and suggested a joint military action against Euphorica may be on the cards. I declined to commit, saying I would seek advice from the Council of Desolators.
Meanwhile, Paddy has now just posted this message in the battle reports thread:
Desolator Dave and his wandering ways...
After many interactions between Desolator Dave and various units of the Horde Red Guard, actions that date back many a turn, the Horde Security Council sent for instructions to the Red Guard "Terminate that ****** with extreme prejudice!"
Orders were dispatched to the Lord Soothsayers Own Regiment, currently on maneouvres in the Horde's Northern Battle Training Grounds.
thus:
Soothsayer's Savages (horseman 4/5) - attacks Dave (Desolator warrior 3/3)
Dave (Desolator warrior) dismissed.
Based on this unprovoked heinous crime, I suggest we break all ties with the Horde and strengthen our bonds with Babylon and Angh-Morpork immediately. The jury is still out on the Lost Boys.
