I think this is sufficient. We need not even make him take the pledge, just make sure he reads it and is aware of its responsibilites. I never "took the pledge" (except in my own mind), and I don't think we need even treat absolute newcomers to any difference, as small as this is.
Sound fair? We needn't grill every newcomer, even if we don't know them much. People who have registered immediately before asking to join should be viewed a little more cautiously, but I think we need only really to PM a copy of the pledge to every newcomer or get them to read it before we let them in.
I don't imagine it will ever be an issue, but this is a way of getting any new members to accept by proxy, without the risk of feeling suspected. We are merely ensuring everyone knows the rules of the game they have signed up to. If they have a problem after reading it, then fine. If not then let's take that as acceptance of taking the pledge. Perhaps just a dignity-saving measure..?

20 turn wait period? was that agreed upon? What happened to the team already defeated, did they join other civs?
