Yet another wild idea....
(Actually, my already shot down idea from before, that I am recycling)
I have never had success in my PBEMS when the defender knows which city I am attacking.
They just have every city on military builds, and just keep pouring in units.
I have found it easier to hit softer targets first, rather than taking on the capital.
I have had moderate success in attacking multiple cities and having multiple attack directions.
It forces the defender to split their defences and/or abandon cities.
If they split their forces, it makes the main army offensive far easier. If they abandon their cities, their production base is reduced.
Unless our GA is started, this war is going to take a lot longer than we expected.
So for some longer plans....
How about another Fort? Say 9,8,8 of Balance of Power.
Build a road 9,8 of BoP and that means they have to cover 2 cities.
They will have no idea how many horsemen we have in this new fort, and it will need a sizeable force within it, just in case.
That means less Pikes our MI has to face in Catchapolis.

This is false, since the opposite just happened to me in a SP game.
