Nope, it was actually in the "choose Doc a RPG thread"
quote: Well, Sigils IS like an interesting place. That's why PS:T is such a good book.
The structures of the planes are pretty odd to describe...
Imagine a soup - the Etheral Plane
Now there's meat floating in the soup - the Prime Material Planes, like Earth, or the FR, or Greyhawk.
Now imagine that the meat juices in the soup, while being the same form as the bowl, also indicate the location and form of the meat chunks. - The Astral Plane.
Then imagine that each type of protein in the meat chunks has its own home, on a crouton - the Elemental Planes and the Planes belonging to certain alignments.
Now also imagine the bacteria that live in this soup have gods and demons, and they are in control of air bubbles - The Celestial and Abyssal Planes.
Now Sigil is like a "magic spoon" that contacts everything in the soupbowl at once.

Ah - so you're more interested in the ORDER of the quests, eh?
I'd say do the Circus Tent, the Copper Coronet, and the Slavers as a warm up.
Then do the Sir Sarles quest - easy exp, no fighting.
The go to the docks and do the Harpers and the Thieves guild crap.
Then the Bridge murders, and get the Haer Darlis quest.
Go to the sewers, fight the party and rescue Haer - don't get the reward yet!!!
Then head to Trademeet, do the quests there and finish the bridge murders there.
Then you're probably tough enough for getting the second Haer Darlis quest.
After that there's the Unseeing eye, Planar Prison, Firkraag, Umar Hills and Nalia's Keep. They're to be done in any order, really. Probably Firkraag and Unseeing Eye last.
Then go to the Thieves or Bhodi and do the Chapter concluding quests.
Then the quests come in order really after that.
