It would help a great deal if we knew exactly what you want. Post the relevant part of the RF map, showing where your all-important city is located so people can see where it is and what it will do to nearby cities, the road network, terrain, events, etc.

I vaguely recall a post from ~ a year ago that said that his e-mail address at that time was the White House. I believe that it may be on Colwyn's Red Front thread when there was discussion of how he should handle the question of acknowledgements

Sorry, but I don't think that is funny at all.
Captain Nemo left an awesome legacy of Civ 2 innovations and scenarios that designers have built upon since then. If he felt that the Civ 2 engine could not be made to do what he wanted to accomplish, he chose to retire rather than lower his standards.
I am very concerned that we obtain his blessing for this project. fairline, you're ramrodding this thing, can you try to use the good offices of CapTVK to get the good Captain's go ahead?
Edit: Including a verb in a sentence helps a lot.

He didn't have to lower it, He could stay at the same or increase it only a bit each time...
I think there's still room for innovation.
Do You think all scenarios after Captain Nemo's are of lower standarts?
He retired, and I think of it as a great loss to us, NO MATTER THE REASON.
Actually, if it's the reason You stated, it's no excuse, bah, it's worse this way. Because
1) By claiming there's nothing left to do, He de facto claims that what could and was done after He left was not of much importance, and will not be
(if nothing new could be done, nothing new was done)
2) This means that his fans were not of much importance to Him as well - I guess we can be sure his next scns, even without much innovation, would be hits
(he resigned despite other people wishes)
3) It's hybris, if He thinks He's reached the limits (connected with point 1)
4) It gives bad example for others.
Actually, it COULD mean that. It doesn't have to.
My points are based on Your claims why he's resigned, not his.
