I don't have this spreadsheet (and don't have a spreadsheet program either), so don't count on me to check this.

Gaians are so far behind in the 'tech race' that it won't hurt to offer them this technology. And with 2 of our infiltrated/pacted factions already having DAP by the time the Gaians are finished it's a good gamble we will receive it as well.

I thought the Gaians already had DocFlex?

Not a diplomat type but willing.

I work nights and nights off are T and W.

In Arizona, USA and GMT is -7 half the year.

It is looking like they want to be all by themselves. This isolationism if proven will only help me want to agree with Spartans; if and when we can ever get all human factions to the peace table.

I do not like AV in Spartan possesion.
Global Trade Pact more valuable to us than to Spartans? Maybe now, but it might change possibly soon. So Global Trade Pact is an even thing, not that they make a courtesy to us voting yes. This offer is junk in this part.

Cyberethics for Neural Grafting is a good exchange I think.

I agree on the trade, but not on the SP. We should get kicking on building it ASAP, IMHO, if we can just to remove the temptation.

No, they can know our research by their pact info with the Peacekeepers, but I might be wrong there and then the below is the reason.

IIRC, Maniac told me once the Spartans noticed that we are researching it and they had just finished it. I more or less recognized that it is our current research for I inquired about them not constructing the Planetary Datalinks.

I don't know for sure here anymore. We can't see the Spartan flag in the infoboxes ingame, so we can't check what other factions know about them. But if they see our flag in their infoboxes for whatever reason (infiltration, pactstatus with another faction) then they have an advantage over us.
Perhaps they have infiltrated the Gaians, and know what they know what we have since our Pact with them?

And if they want to pull back on this agreement, then we simply say we don't feel obliged to follow one of our concessions (if we still have one with them?)

May the quickest achieve that Project then.

Ok, then I forward a message to them saying we agree on the trade. Do I leave their secret project plans in the middle or specifically say that we strongly don't agree on that, and that it is a breach of earlier agreements?

Note that they can built the Planetary Datalinks at any time now, as long as sufficient crawlers are around. Do we want it or not?

It would be a spoiler SP for us, that is to prevent someone else getting it. But it doesn't require infiltration. OTOH we hope to move into a leading tech discovery faction, so what would we gain.

I think we are due to build a new SP, but let it be AV or CF
