First a little bit about myself:
I am Emp. Napoleon. I was ambassador to CBR for 5 terms in the Preliminary Round of the ISDG for CFC (RL time: from about April to December.) During this time, I befriended many of the team members and got lots of info from them. All this is taken from my terms in office, and may be slightly outdated.

These links should give you all the information you need on CBR. The fallowing in just a little outline.
CBR Government
The President heads the government of CBR. He plays the turn and acts as Head of State and Government for the nation. He is elected along with all the other ministers.
Past office holders: Pggar, JokerDF, Krasan, Master of Civ
However, he does not do all of the planning. The bulk of the planning (consisting of workers and city citizens) is done by the second in command, the Minister of Internal Affairs.
Known past office holders: Cassio
There is also a Commander of the Military, and he runs the military (duh.)

There is also a Minister of External Affairs. He is the chief of foreign relations for the nation. He seems (but I may be wrong, it may be presidential order of by referendum) that he has the authority to close relations with a nation, possibly by not appointing an ambassador to the nation. Ambassadors can be appointed, removed, or switched by the Minister of External Affairs.

There is also a Minister of Science, but I have never meet one.
From the links I gave you, I talked about political parties. However, it seemed like most of them had gone away by the end of the game.
CBR Important People
Krasan
He was ME (Minster External), ambassador to CFC, and President. He was well liked by the team at the end of the game. He is a good friend with TheCat. He is more or less of a pacifist in the last game, but did talk of war with other teams.
RL Occupation: Website maker for an economic journal
TheCat
She was a very important diplomat in the last game. She was ambassador to CFC and ME, and was a decent diplomat. She is one of the few women on the team, and the only two other women she does not like. She tried to make peace with CFC, but it did not work. She did most of the dirty work it seemed, but was always limited by her superiors. She is also idealistic, and likes democracy over practicality. She hates Cassio and Silverwolf.
RL Occupation: Small Business Owner (I think)
Cassio
Formed his own party in CBR, and was very war like. He said a lot of “rude” things to Cat, and they hate each other. Read the entire thread for details. He was also Minister of the Internal. Many consider him a joke though.
SilverWolf
Ambassador to CFC and ME. He is “deceitful” according to Cat. He is on the sly side, and can be tricky. Only real important note: Portuguese, not Brazilian.
Master of Civ
President, Commander of Military. Not a diplomat, nor the best in English. He let the diplomats do their job.
Johannes
A very independent ME who was very straightforward. LOTR nerd. Of all the people on CBR, he was the most annoying.
There’s a lot more, but it’s been many months since I have thought about the ISDG. When more comes back to me I will update.

well they know where our Capitol is- we don't know where there's is :/.
not easy - need to talk with them rigth.

I think point one is rather exploration agreement than border agreement.
We could direct our explorers to look the lands between us and later work for a border agreement.

CBR still has not researched Bronze Woeking (cost of 81 beakers to them) nor Masonry, Wheel (both 120 beakers) and Warrior Code (90 beakers). As, at this time, WE have produced 103 beakers and 4 gold (total of 107 usable trade for research), and assuming that they are approximately at 90% of our research output (conservatively), that would be assuming that they have put out 96 beakers towards their own research, we can figure the following:
- They aren't researching BW & WC or they would have one of them already.
- They could be researching Wheel or Masonry and we will know for sure which one, in a few turns.
- They could also be researching Writing (240 beakers), heading towards Philosophy.
So, If they ARE going for Philosophy, they are counting on getting the lower teir techs through trade, which presents an oppertunity for us.
Also, with their new city, they do have more usable trade for their research effort, so in a few turns, we can assume that they will have caught up to us, in overall trade over time wise.
On a slightly different note, it's very possible, that their second city is on the west coast, and they will be building (at sometime) a curragh, as they ARE seafaring.
