I see your point but I generally understood that chaining was widely accepted. Capital moving is, I think, regarded as not on.
So I'm just highlighting it and saying what I think!

There are lots of things that are allowed (or many people do) which is not necesarily consistent.

We have to start by drawing on the general consensus in the community; then agre on rules for a particular game.

I accept the vote of 3:1 in favour of Capital moving.
