First glance:
Build no more cities since we already have a red face.
Build settlers and grow cities to size 5 in order to start Xinning.

Main events:
300BC: Bozo builds temple (we IGNORE Straybow's rule)
125BC: Disc. Mathematics, 'choose' Warrior Code
100BC: Leiden builds settlers
20AD: Bozo size 5, starts Xinning

Yeah, Warrior Code isn't necessarily what we'd choose if unrestricted. But having three official languages to choose from makes an interesting dodge of the silly rule in question, without burning your "free pass".

oedo® ordering is either hard-coded or based on rules.txt order (most likely rules.txt). I don't think we can alter the rules.txt and it not be cheating. The idea is that the French and German versions are part of the release material.

100--learn warrior code-ignore STYOM's rule and pick Monarchy
120--disband settler in Beeblebrox towards temple
160--Beeblebrox temple->marketplace
200--Goodie settler->temple
Sioux build great wall
220--sailing warrior takes hut-iron working
