My point was that I believe no single consul, of his own accord, may override the directives of a Minister to one of his deputies. My reading of the constitution is that it actually states that the Consuls (emphasis on the plural) may make a decision to overrule a minister where they feel it appropriate, but otherwise the ministers remain free to manage their deputies.
Here's the pertiment line in the Con:

Now the job of a minister is (as stated in the Con) to advise on matters pertaining to their office, but I would hope that this would include the ability to supervise their deputies without needlessly confusing the lines of authority.
As I understand it, Togas has supervisory authority over myself, the Consuls over him. If the Consuls wish to give me an order, they are free to do so, but as I understand it, no single Consul has the job of telling me NOT to consult my own direct supervisor to solicit his advice, precisely the job given him under the Constitution.

24 turns until we get invention, so their option #1 is pretty clearly out.
Chivalry 32
Theology 40
Invention 44
Gunpowder 48
Their second proposal isn't even at all. They give 72 points, we give 92 points.
However, what we need to seriously keep in mind is that our 40 turn technology is highly unorthodox in other civ circles. They're all researching tech at a reasonable pace and racing to get ahead. Our very slow march to Invention (24 more turns?!) is something we really don't want them to know. They could easily just research invention and chivalry themselves in the time it would take us to get invention, and then take off without us ... except for the fact that they have no tech partners.
Thus, we're in a prime spot to force them to slow down to wait for us, or else waste their efforts.
However, we cannot keep this up unless CGN is forced to go 40 turns due to their war with GWT.
We also need to be careful about CFC. CGN is assuming that CFC is an indepenent nation that they also will be able to trade tech to. We're assuming that CFC will be our b*tch, and will only trade with us. They're probably closer to the truth than us. We must be careful how we work this thing out, and we need to both include a lot of "no-trades" on our deals, AND also give CFC tech on the cheap so that they don't get it from CGN instead of us. Only one of us can prosper from the trade, and it most definately should be us.
Let's consider how to restructure this tech exchange so that it benefits us equally.

The way to approach it is this. CGN needs Chivalry to deal with GWT. They would also like to have Gunpowder, but Chivalry is what they will go for after Monothesism.
This being the case, we need to get CFC to accumulate wealth instead of researching Chivalry as planned. They can use this gold to fund our own research. We pledge to CFC that we will give them techs in exchange for their funding. We would require a gpt deal for this with them.
CFC stays the course on Monothesim and then trades that to Apolyton as previously agreed.
Apolyton continues with Invention, at the 40 turn pace because increasing our spending on it at this time would be extremley wasteful. We save our cash, like we are doing now and we do deficit research on Gunpowder when we finish with Invention.
Hopefully by the time we reach Gunpowder CGN will only have got as far as Education/Printing Press.
CGN will want to go after Gunpowder after they finish with Chivalry but they have the problem of not having Invention from us. So, we instead ask CGN to go directly to Theology after they have researched Chivalry.
We can trade Invention and Gunpowder to CGN for Chivalry, Theology, and Education/Printing Press.
That deal slightly favors us, so we throw in some gold and pledge to support, through tech dealing with only them, and not GWT.
To summerize:
CFC: Finishes Monothesim, then accumulates wealth giving APO a gpt deal for techs(We essentially do the resaerch for CFC because of the limnited number of research paths at this point in the game).
APO: Finishes Invention (at 40 turn pace), then researches Gunpowder at break neck speed.
CGN: Finishes Monothesim, finishes Theology, researches either Education or Print Press.
CFC gives Monotheism to APO.
APO trades Invention(44) to CGN for Chivalry(32).
APO trades Gunpowder(48) to CGN for Theology(40) and either Education(44) or Printing Press(36)
The deals line up like this:
APO gives 92 (tech points) plus gold and assurances to not trade with GWT.
CGN gives 108 or 116 (tech points)

One more thing, CGN is asking for a tech embargo on GWT. We could give that instead of gold. Any thoughts on that, or at least a "no-trade" agreement? There has been a lot of speculation that GWT will roll over CGN once the Ansar shows up. We may, in a small way, hinder GWT's rapid rise by holding back tech, and we may gain profit for it from CGN.
Or would the gains not be worth the costs to us, as it would also slow us down. I'm rarely one to argue NOT to trade...
