FYI Arnelos, I already consulted with Togas as vondrack points out. But besides that, no, it is not Togas' call. The Consuls get input from the Minister's but ultimately it's up to the Consuls about what to do. There can be laws passed by the Senate that require the Consuls to take a particular action, but if their isn't, then the Consuls are not legally bound to the reccomendations of the Minister's. Consuls appoint the Minister's to be their advisors. Of course any Consul who acts out of complete disregard to what the team in general may want could be subject to a CoC.

That said, I and the rest of the Consuls listen very carefully to what the Minister advise on and to what the team in general advises. This is a Democracy while at the same time the Consuls make certain decisons that have not been polled on.

My point was that I believe no single consul, of his own accord, may override the directives of a Minister to one of his deputies. My reading of the constitution is that it actually states that the Consuls (emphasis on the plural) may make a decision to overrule a minister where they feel it appropriate, but otherwise the ministers remain free to manage their deputies.

Here's the pertiment line in the Con:

The Consuls should follow legal minister orders unless forced by unforseen circumstances.


Now the job of a minister is (as stated in the Con) to advise on matters pertaining to their office, but I would hope that this would include the ability to supervise their deputies without needlessly confusing the lines of authority.

As I understand it, Togas has supervisory authority over myself, the Consuls over him. If the Consuls wish to give me an order, they are free to do so, but as I understand it, no single Consul has the job of telling me NOT to consult my own direct supervisor to solicit his advice, precisely the job given him under the Constitution.

When I was given the job of Minister of Foreign Affairs back LONG LONG ago, this issue was worked out behind closed doors.

I had assumed, in the beginning, that my job here would be somewhat like the FAM in the SPDG, but that was quickly put to rest when I was subtily reminded by the powers at the time:

So, while the Consuls should follow legal minister orders, the power of the minister is granted by the Consuls .... ultimately resulting in the Consuls getting their way in the big picture.

I'd be overjoyed to see some sort of change in the power structure via the Constitution, but I also should point out that the current Consuls have yet to abuse the laws, and I have never complained in public or in private with the final decisions that have been made.

24 turns until we get invention, so their option #1 is pretty clearly out.

Chivalry 32
Theology 40
Invention 44
Gunpowder 48

Their second proposal isn't even at all. They give 72 points, we give 92 points.

However, what we need to seriously keep in mind is that our 40 turn technology is highly unorthodox in other civ circles. They're all researching tech at a reasonable pace and racing to get ahead. Our very slow march to Invention (24 more turns?!) is something we really don't want them to know. They could easily just research invention and chivalry themselves in the time it would take us to get invention, and then take off without us ... except for the fact that they have no tech partners.

Thus, we're in a prime spot to force them to slow down to wait for us, or else waste their efforts.

However, we cannot keep this up unless CGN is forced to go 40 turns due to their war with GWT.

We also need to be careful about CFC. CGN is assuming that CFC is an indepenent nation that they also will be able to trade tech to. We're assuming that CFC will be our b*tch, and will only trade with us. They're probably closer to the truth than us. We must be careful how we work this thing out, and we need to both include a lot of "no-trades" on our deals, AND also give CFC tech on the cheap so that they don't get it from CGN instead of us. Only one of us can prosper from the trade, and it most definately should be us.

Let's consider how to restructure this tech exchange so that it benefits us equally.

Well, in terms of OTHER considerations, I'm cautiously tempted to agree with E_T about the liklihood that GWT will have an advantage over CGN in their coming uber-war. It might be advantageous for us to ensure that defensive units have an advantage over offensive units in their war, especially over Ansar Warriors. So making sure that CGN gets their hands on gunpowder might not be such a bad idea.

That said, with our current deplorable research rate toward Invention, it's going to be AGES before CGN can get to Gunpowder with our help.

Not quite sure how to approach this one.

The way to approach it is this. CGN needs Chivalry to deal with GWT. They would also like to have Gunpowder, but Chivalry is what they will go for after Monothesism.

This being the case, we need to get CFC to accumulate wealth instead of researching Chivalry as planned. They can use this gold to fund our own research. We pledge to CFC that we will give them techs in exchange for their funding. We would require a gpt deal for this with them.

CFC stays the course on Monothesim and then trades that to Apolyton as previously agreed.

Apolyton continues with Invention, at the 40 turn pace because increasing our spending on it at this time would be extremley wasteful. We save our cash, like we are doing now and we do deficit research on Gunpowder when we finish with Invention.

Hopefully by the time we reach Gunpowder CGN will only have got as far as Education/Printing Press.

CGN will want to go after Gunpowder after they finish with Chivalry but they have the problem of not having Invention from us. So, we instead ask CGN to go directly to Theology after they have researched Chivalry.

We can trade Invention and Gunpowder to CGN for Chivalry, Theology, and Education/Printing Press.

That deal slightly favors us, so we throw in some gold and pledge to support, through tech dealing with only them, and not GWT.

To summerize:

CFC: Finishes Monothesim, then accumulates wealth giving APO a gpt deal for techs(We essentially do the resaerch for CFC because of the limnited number of research paths at this point in the game).

APO: Finishes Invention (at 40 turn pace), then researches Gunpowder at break neck speed.

CGN: Finishes Monothesim, finishes Theology, researches either Education or Print Press.


CFC gives Monotheism to APO.
APO trades Invention(44) to CGN for Chivalry(32).
APO trades Gunpowder(48) to CGN for Theology(40) and either Education(44) or Printing Press(36)

The deals line up like this:
APO gives 92 (tech points) plus gold and assurances to not trade with GWT.
CGN gives 108 or 116 (tech points)

I really don' t see any better options.

It's most likely that CGN will go for Education instead of Printing Press. If so, we'll have to fork over some gold to make things even ... assuming, of course, they use the same tech valuating system we do. If they don't, this may be close enough to "fair" for them to accept it.

As for CFC, once we explain to them that all of the next techs are already being researched, they'll go GPT. It's the only move that makes any sense.

There has been a lot of speculation that GWT will roll over CGN once the Ansar shows up. We may, in a small way, hinder GWT's rapid rise by holding back tech, and we may gain profit for it from CGN.

Or would the gains not be worth the costs to us, as it would also slow us down. I'm rarely one to argue NOT to trade...

GWT's military is immensely larger than CGN's, and they will soon have Ansar. This being the case, GWT definitely has the upper hand right now.

CGN and Apolyton can research the two different paths fine and with CFC's GPT we can do it as fast as CGN can while we continue expanding and preparing for the ultimate FP-Palace relocation.

I would not object to an embargo of GWT.

I would agree to that. I just wasn't sure the team would be so willing to "pick a side" in the CGN/GWT war. But, since it seems that GWT picked a side in the GCA/APO war, it seems only fitting.

This means a full tech embargo against GWT, which is fine becuase there's not a tech GWT can offer us that either we or CGN won't be attempting. In this part of the tech tree there are only so many choices. Now we just have to get CFC onboard with the rest of the eal and we are set for a long while on tech.

No, there was no 'official' agreement put in writing. Just what you've read. I'm waiting for member's of the FAM to put something together and we'll ship it off to CGN.

I'd ask for the embargo to last as long as the war and also to not trade any tech that Apolyon has discovered herself.
