France to Warsaw Pact Members: France would like to thank you all for letting us join the Warsaw Pact.
France to USA: We do not want to join a ressurected NATO.
France to Canada: Under no circumstances will we admit the independence of Uraguay, nor will we admit the independence of any of our possessions for that matter. There is no reason for us to give the rebels independence. In fact, they never would have revolted if you hadn't supported the rebels. We would, however, agree to a treaty that would make neither side lose or gain land, and would make no one pay any reparations to the other side.
France to China(secret): We would like to sign a peace treaty with your nation. After all, neither of us wanted to fight this war. You were dragged into this conflict by your ally, and we were the ones that had war declared on us. The benefits of trade between our two nations are much greater than fighting between our two nations. Also, please try to convince Canada to give up its agressive ways. Their agressive ways are good for no one.
France to USSR: We would like to invest in the development of your oil fields.

France- Domestic Affairs
- The Navy upgrade is now complete.
- The space program continues on time. The unmanned mission to the moon was launched this year and it was successful. Manned mission will launch in 2 years.
- Jean-Paul d'Avignon's policy of nationalizing France's biggest industries is showing continued payoffs.

France - Military
- South America is now completely under French control, as the French forces met up with Polish forces in Panama. Many of the French forces in South America will be spread throughout the continent, not only to maintain peace and enforce the new government, but to keep watch against Canadian forces.
- French ships bombard Canadian military instillations on the coast of Greenland, and French troops occupy the southern parts of Greenland, attacking military instillations in the area.
- The construction and deployment of AA weapons throughout the French Empire recently begun to take place at a frantic rate, as French military planners realize that the Canadian Avro Arrows are some of the best planes in the world.
- French ships will fire at any Canadian ships they encounter.

To France (secret):
We will try to bring Canada to the peace table, and you are correct in saying that we had no interest in going to war with your nation, as Canada took this action on their own with our consuting us first. We though will have an informal peace with your nation as to not anger our allies. We think that we can work something out. Maybe self rule for Uraguay, while you controll foreign policy of their nation. All though Independence would be better since the people want it but understand that you wish to have a hold on these lands.

Economic reforms are almost complete and Chinese industries and business and starting to from with in China and the standard of living for avearage Chinese is rising as well.
Farm reforms complet and farm output has doubled due to reduced crop losses and modern technology being used in farming(before much of the crop was lossed to all sorts of bugs and ineffient farming methods and outdate ways).
Political Reforms: 5 years
Chinese will change the consitution to from a legislature that will be elected by the people, but will be all communist party members. The Congress will elect the President of China, which will also be head of the communist party.

Germany - Diplomacy:
To All European nations: Would you like to join us in the Eauropean Free Trade Pact? This will result in economic growth for all our nations.
To USSR: Thank you. Our funds should eb arriving in your country soon.
To MCCP: We would be happy to give you Constantinople, but we are afraid that you will have to discuss this matter with the Turkish National Liberation Army, which has occupied the city and are our major allies in the area. We cannot afford to lose their suppor, and thus we cannot force them to give up any areas fot ehc ountry that they do not wish to. We hope you understand.
Germany - Military Actions:
A mass German blitzkreig has swept out of syria and taken most of the remaining Iraqi territory. Iraq itself has been entirely occupied, with the German flag flying over Baghdad, while armoured columns roll southward across Saudi Arabia. The only only remaining centres of Iraqi resistance are in Yemen and Oman, where they are under a virtual state of seige as they battle with rioters. Turkey has fallen to the National Liberation Army, backed up by German tanks and jets. German troops are now preparing to launch an offensive into northern Persia to assist the Indians.
Germany - Domestic Policy:
Germany has begun the process of redividing the Middle east. Turkey has been granted independance, with the NLA being established as a provisional government, with elections scheduled in two years. Palestine is being established as an autonomous Jewish state, causing a mass immigration of Jews from all over the world, urged on by both religion and the subsidies offered by the German government.
Meanwhile, the rest of Iraq is being reorganised under a German military administration; all property seized by the previous government has been returned to it's rightful owners, and German businessmen are now busy buying up as much government property as they can. German control of the Iraqi economy is now total. Elections in Iraq will be held once the nation's final structure can be determined and the country somewhat rebuilt.
Germany - Economy:
Renewed and greatly increased access to the Mideast oilfields, combined with massive investment in the development of them, will increase the German economy from booming to World'leading within three to five years.
Meanwhile, German investment in France is continuing, focusing particularly on the financial system (OOC: for France to prevent German companies from investing would be a violation of the European Free Trade Pact).
Finally, the German deutchmark has now officially replaced the $US as the world's first currency, with the IMF and World Bank relocating from Washington to Berlin.

The Indian efforts concerning the Middle East are almost complete. Thanks to German help, Persia is almost completely under Indian control, and peace has been made with Turkmenistan and Afghanistan, who have recently attained new governments that are friendly towards India and its allies. Kuwait, U.A.E., Oman, and the coastal regions of Iraq and Saudi Arabia are almost entirely pacified, with only small pockets of resisitance remaining. There are raiding parties coming from the western Arabian penninsula almost constantly, but, aside from their frequency, are no more than an annoyance. Most of the Indian middle east forces are tied up in consolidation, defense, and enforcing of order, but those that aren't are now working with the Germans and their Turkish allies in their efforts, which are also almost completed. India will begin incorporating the middle eastern regions under its control within 2 years, and about that time will also open begin selling iol in greater quantities, once the infrastructure is put in place and the proper institutions are set up. Law in the Indian style is also being put in place, but there remains a great degree of regional autonomy.
In unrelated news, sattelite sensors of several nations have detected several consecutive anomolies off the coast of Antartica which quickly dissipated. From orbit, it was unable to be determined what the cause of the events were, but it has been attributed to merely unusual weather patterns.

Germany - Diplomacy:
To France: It merely seems a consistent feature of socialist governments to restrict foreign investment in their industries. We are glad that you are not one of those governments.
To China: H & K will be setting up an office in Shanghai for further negotiations with your government.
To Poland: Excellent. The IMF and World Bank stand ready to offer loans should you need any assistance, and our major corporations are already opening offices in the larger Polish cities.
Germany - Military Actions:
With the Iraqi governemnt now overthrown and the German army in occupation of nearly all of it's territory, it has now turned it's attention to the guerillas operating in the west. German troops have occupied large areas of their territory, and are causing significant losses to them.
Germany - Domestic Policy:
Large-scale preparations for next year's electinos in Turkey are underway, with the NLA, now the military wing of the Turkish Unity Party, expected to win in a landslide. Regional autonomy has been granted for the Kurdish minority, with foreign affairs and defence ebing the only matters still under the control fo the central government other than in wartime.
Meanwhile, in Iraq itself, oil revenue is helping to pay for massive projects to improve health care, education and infrastructure. this has turned public opinion strongly in favour of Germany, and elections have been scheduled in three years. A constitution has been drawn up, making Iraq a federal republic with a single-chamber senate and regional parliaments below that. The country will be governed by the Prime Minister, who will be the leader of the party or coalition with the most seats in the Senate. The voting system will allow proportional representation.
In the time before the elections, government will be progressively handed over to the German-backed Iraqi League for Democracy, and non-essential infrastructure (mainly the oil industry) will be privatised, helping to raise money for the rebuilding program.
Germany - Economy:
Germany has recently seen an explosion in the use of satellite communications, as the joint Franco-German space program has placed dozens of satellites in space. This has significantly speeded up economic growth, as rights to use the satellites are sold to governments and companies all over the world.
