Miguelito:
- Another is the request for no unrest for democracies at war,
a repulsive expression of greed.
- I would like to see much sharper limits on empire size. As things
stand in Civ2, large empires with primitive governments take a few
extra units of trade diverted to luxuries. Big deal. Actual history
is rife with empires which collapsed, not from external invasion, but
because they became too large to manage at all with communications
available. Continental empires couldn't even survive for long until
after telecommunications and the railroad in the mid-19th century.
Cities should undergo periodic checks for revolution. Recent revolt,
current unhappiness, high corruption, and distance from the capital
should raise the chance for revolution; recent military visits and
high technology (writing, electronics, radio, etc.) should reduce
chances for a revolution. If one city revolts, others nearby should
undergo an immediate check, permitting such historic occurances as
the American revolution and the disintegration of the Roman empire.
Thus politically and technologically primitive, far-flung empires
could be more trouble than they're worth.
Ted MacGillivray:
- The govornment system is extremely oversimplified in CivII.
A few suggestions: Corruption should increase over time. It should
only be possible to have a revolution in certain circumstances, ie when a
lot of people are unhappy. Certain govornment types should be unavailable
from other types -- it seems unlikely for a despotic civ to change directly
into a democratic nation. And also, a change in govornment type should be
mandatory. So if you're a despotism and haven't developed any other
govornment type, you'de be stuck in anarchy until you traded for another
type from a goody hut.
- New govornment type -- Feudalism. A govornment type with
High corruption, low support costs, like despotism when collecting trade but
like Monarchy in food and shields. After being in anarchy or civil disorder
for too long, your govornment would collapse into a Feudal system.
Robert Breiten:
- The way every one in the city is show either working in the fields, mine,
or fishing is stupid. It think it should be more like colonization. One
farmer can produce way more food than Civ II gives him credit for. I also
think that theirs should be disease and plaques that keep growth down. I
think life expectancy should also be included in the game. Then you could
bring out biological war fare. Think about the scenarios everybody!!!

- It seams very unreal, that one leader is able to rule for
more then 6000 years (4000 BC to 2100 AD "normal time").Instead you could
have have John the 1., 70 years later or so John the 2. etc.
Of cause if you do that for 6000 years, it will end with John the 86.
That is unreal to that one familly roules for 86 generations. Then we
could have families (in civ2 when you retire there is schedual that
mayby says, that the peoble will remember you as John the week, or
something) John the fist of the weeks, John the second of the week.
100 years later, in has inproved to, John the first of the ironfists,
John the second of the ironfists etc.

- Communism is not a form of goverment, Communism is an economic system
I think with they should have sub directorys (for example There would be
the three types of govement system Unitary, Federal and Confederacy and
under that you could have the other govs) also they should have economic
systems to choose from. Communism is suppose to be a economic system,
along with socialism and capitalism, you can still have democracy as a
gov while having communism as a economic system, unfortuently Russia
messed up and tured into a dictatorship with a communist economic system.
- I think you should be able to be barbarians in the game. You can do this
using the cheat mod by putting a barbarian unit on square and then
swithing to barbarian map and clicking on the bar. unit but if you do
something wrong like click on change production the game crashes and you
Lose Any Unsaved Information.
- Barbariand should become terrorists when your civ advances enough.
And when you build the manhatten project you should have to deal with
terrorists getting nukes.

- I think that you should be able to announce an act of union with a
neighbouring country if it agrees. This would enable better scenarios
set in medievel Britain for example.

- How about make an world organization such as united nation (UN) and
economic organization such as EAEC, APEC etc. Civilization that join in
the organization would get benefit. An of course there would be a strict
rules to join it. Every civilization that had joined the organization
should stick on some rules. If they broke, they will suffer.
Christopher Fowler:
- I would also like to see more individualism between the different
civilizations. Each culture had their own unique art and architecture
styles. Civ II made a good step in the right direction by allowing
different building styles but I feel more can be done.
Ted MacGillivray:
- Declarations of independance: If one city, or a group of cities, hadn't
had contact with the capital city for a while, or if people were unhappy,
or for other reasons, a city/cities could declare independance. They
would form their own civ, and would start off at peace with the original civ.
Adam Gitner:
- It's really pesky for a democracy to crumble when one city goes into
civil disorder. I think if a city goes into civil disorder long enough,
the city becomes barbarian. And if the barbarians control say 3 cities,
they become a new civ.
- The black death killed 1/3 of the people in England. And what combats plague?
Why it's a hospital! And as you advance, there's always the option of planting
disease and then taking the civ over. Sure, there's the poison water supply, but that's
wimpy. It takes one population point off, which is gained back quickly enough.

- It really bugs me when you can't incite a revolt when the AI is pretending
to be a democracy. You have to waste so many units taking out those alpine
troops and partisans. I think that if you can keep a city in civil disorder
for a turn or two, by sabotaging the temple etc, even if they don't go into
revolution, you should be able to incite revolt.
Uzi Levin:
- The "modern Barbarians" are ridicules. They are too strong, too
impossible to exist in the modern world. I suggest that the luxury tax
will be split into inter-city luxury tax and anti barbarian tax, like
calming a rebellion tax. Another idea is that the barbarians that conquer
a city should turn to an independent fundementalitic civilization
(if one civilization or more are already destroyed) and should start its science
from the already known science by all civilizations.
- Occupied civilization that were swallowed by another civilization
should rebel and revive the old civilization if the occupying
civilization is losing some of its power (according to the power graph).

- When an enemy capital falls in CivII, Civil War may erupt splitting
their civilization in two. I would like to see this happen to the player
(on the higher difficulty levels), and be able to control (when making
scenarios) just WHERE the boundaries of the rebel empire and the cities
remaining loyal would be.
